The trucks visiting the project site would be subject to <br />these regulations, strategies, and plans; therefore, the project would comply with the state GHG <br />emissions reduction strategies for trucks. In addition, if the project is not implemented, it is <br />reasonable to assume that the growing demand for waste disposal in the region may need to be <br />addressed by landfills that are located further away (as demonstrated by the current condition), <br />which would result in higher GHG emissions from haul truck travel. Therefore, the project is in <br />alignment with the 2022 Scoping Plan. <br /> <br />As mentioned above, the North County Landfill is required to comply with the CARB Landfill <br />Methane Regulation. The North County Landfill has implemented an LFG collection system, <br />including a flare, vertical wells, and connecting piping. As landfill operations continue, additional <br />LFG collectors, primarily horizontal collection trenches, will be installed and integrated into the <br />existing system. Furthermore, the majority of incoming waste is either source-separated <br />municipal waste or sorted on-site at the recycling center, ensuring that most green waste is <br />removed from the waste stream. Thus, the project would not conflict with the 2022 Scoping Plan <br />and the Landfill Methane Regulation. There would be no impact related to conflict with policies <br />or plans adopted for the reduction of GHG emissions. <br />
