2. Background <br /> Relevant background information is provided below, including a general description of the Site; a brief review <br /> of the Site's history with respect to hazardous material use, handling, and/or storage; and a review of known <br /> and potential releases of hazardous substances at the Site. <br /> The Site is located at 1320 W Weber Avenue in Stockton, California (Figure 1).The Site comprises Assessor <br /> Parcel Number(APN) 145-190-22, and shares its address with the west-adjacent parcel,APN 145-190-21. <br /> The Site is 3.9 acres, is currently developed with a single industrial warehouse structure, and is utilized for <br /> cold storage operations. The Site is proposed for industrial redevelopment with an industrial cold storage <br /> warehouse structure and surrounding at grade asphalt parking area. <br /> Adjacent sites include a Superfund site which historically operated as a creosoting plant from 1946 to 1991 <br /> and has been on the NPL since 1992, with pentachlorophenol (PCP), carcinogenic polycylic aromatic <br /> hydrocarbons (PAHs), dioxin/furans, and arsenic given as the primary constituents of concern after several <br /> rounds of soil and groundwater sampling. The primary threat to human health (as noted by the USEPA in <br /> their 2023 Five-Year Review) is incidental ingestion and dermal absorption by on-site workers exposed to <br /> contaminated soil.Additionally, a 2017 investigation indicated that naphthalene (7,800 pg/L) was present in <br /> groundwater beneath the Subject Property in quantities exceeding its Commercial ESL, and PAH of <br /> acenaphthene exceeding its Tier 1 ESL as a result of historical operations at this site. Other adjacent sites <br /> include facilities with closed leaking underground storage tanks (LUST) cases. Investigations at these <br /> facilities presented historical impacts of total petroleum hydrocarbons as gasoline(TPH-g), benzene,toluene, <br /> ethylbenzene, and total xylenes (BTEX)to groundwater. <br /> 5175.0001S102/HSP Site-Specific Health and Safety Plan I ROUX 17 <br />
