Rancho Gold Canal Drive,Suite 100 <br /> Rancho Cordova,California 95670 <br /> PH 916.637.8048 <br /> consultants www.geosyntec.com <br /> 9 September 2022 <br /> San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: Well Destruction Permit Application <br /> Rough and Ready Island, Port of Stockton, Stockton,CA 95203 <br /> To Whom It May Concern: <br /> On behalf of the Port of Stockton, Geosyntec is planning to destroy 11 wells and piezometers at Rough <br /> and Ready Island (APN 16-203-007), as a continuation of the work described in the Rail Line Area <br /> Monitoring Well Destruction Work Plan. These remaining wells were unable to be accessed due to <br /> vegetation during the Fall 2021 well destruction events. The destruction of remaining wells and <br /> piezometers would be using the method of drilling out, destroying casing, and backfilling with neat <br /> cement grout using a tremie pipe. Planned auger size for drill out is 8-inch diameter. All derived waste <br /> will be placed in a container, analyzed for contaminates and hauled off site by a certified waste hauler. <br /> The selected driller, Penecore Drilling, is a C-57 certified environmental driller. Please find the enclosed <br /> well permit application package. Included in this application package are the following: <br /> • Attachment 1 —Well and Boring Permit Application for Rough and Ready Island including maps <br /> and Penecore Drilling C-57 license contractor declaration; <br /> • Attachment 2—Rail Line Area Monitoring Well Destruction Work Plan; <br /> • Attachment 3 —DTSC Approval for the Work Plan'; <br /> • Site Mitigation Master File Record Information Form; and <br /> • Payment online in the amount of $1,248 ($468 for work plan review and $780 for the permit <br /> application). <br /> This work is scheduled to start in mid-October pending San Joaquin County approval of this permit and <br /> should be completed by the end of October.
