Forward Landfill 10 15 August 2023 <br /> GeoTracker No : L10008827999 <br /> The Central Valley Water Board is willing to entertain reasonable requests , however Forward ' s <br /> proposal to not address VOCs released from the Landfill , which based on the Discharger' s own <br /> monitoring data have already migrated , and are continuing to migrate , off-site , contaminating <br /> the aquifer and affecting the surrounding community is not reasonable . Therefore , the Central <br /> Valley Water Board does not intend to revise the CAO . <br /> The Central Valley Water Board cannot entertain monitored natural attenuation because the <br /> interim remediation required by the CAO , has not begun . Further, there are impacted drinking <br /> water wells along Newcastle Road , the CDCR Prison (see the 2008 CAO for specifics) , as well <br /> along Austin Road . The aquifer' s beneficial uses cannot be characterized as successfully <br /> restored until wellhead or point of use treatment systems are no longer necessary . As has been <br /> previously stated (21 October 2019 Response to meeting letter) the Central Valley Water <br /> Board ' s position has been consistent in that the Discharger should prioritize compliance with the <br /> CAO . <br />
