9999 S.Austin Road <br /> FORWARD Manteca,CA 95336 <br /> Landf'z�t P:(209)982-4298 <br /> F:(209)982-1009 <br /> Mr. Brendan Kenny <br /> Engineering Geologist <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive,Suite 200 <br /> Rancho Cordova, CA 95670 <br /> October 30, 2023 <br /> RE: Forward Landfill—Third Quarter 2023 Exceedances of Concentration Limits <br /> Dear Mr. Kenny: <br /> In accordance with the California Regional Water Quality Board—Central Valley Region (RWQCB) Waste Discharge <br /> Requirement Order Number R5-2014-0006 of the Monitoring and Reporting Program(MRP),Forward,Inc.(Forward) <br /> presents this notification letter for constituents exceeding concentration limits (CLs) for inorganic constituents <br /> and/or their Method Detection Limit(MDLs)for volatile organic compounds(VOCs)during the third quarter of 2023. <br /> As summarized in attached Tables 1 and 2, concentrations of one or more constituents were reported above their <br /> respective CLs or MDLs during the third quarter of 2023 monitoring event in wells MW-2A, MW-3, MW-10, MW-13, <br /> MW-15, MW-16, MW-17R, MW-19R, MW-21, MW-22, AMW-5R, AMW-6, and AMW-12. In May and June 2023, <br /> additional monitoring wells were installed on the eastern boundary of the point of compliance(POC)which included <br /> monitoring well AMW-56, which was sampled multiple times during the third quarter. Due to exceedances shown <br /> at this location,these sampling results have also been included in Table 2. <br /> During the third quarter of 2023 monitoring, wells were resampled for VOCs. Well MW-2A was resampled for 1,1- <br /> dichloroethane (1,1-DCA), dichlorodifluoromethane (CFC-12), tetrachloroethene (PCE), and trichloroethene (TCE); <br /> MW-10 was resampled for 1,1-DCA, carbon tetrachloride, CFC-12, chloroform, cis-1,2-dichloroethene, and PCE; <br /> MW-17R was resampled for carbon tetrachloride; AMW-6 was resampled for PCE and TCE; and AMW-12 was <br /> resampled for PCE to address MDL exceedances observed during the second quarter of 2023.The resampling results <br /> will also be presented in the upcoming Third Quarter 2023 Water Quality Monitoring Report. <br /> I certify under penalty of law, that I have personally examined and am familiar with the information submitted in <br /> this document and all attachments, and that based on my inquiry of those individuals immediately responsible for <br /> obtaining this information, I believe that the information is true,accurate,and complete.
