1-4 1.0 INTRODUCTION In 2011, the California Department of Resources Recycling and Recovery (CalRecycle) implemented a program requiring owners of municipal solid waste landfills to prepare a Non-Water Release Corrective Action Plan and Updated Costs (NWCAPCE) every five (5) years to ensure finical assurance was established to remediate damages caused by events including: floods, fires, earthquakes, sieches, and tsunamis. Therefore, on behalf of the San Joaquin County Department of Public Works, APTIM Environmental and Infrastructure, LLC (APTIM) is submitting this Non-Water Release Corrective Action Plan and Updated Costs for the Foothill Sanitary Landfill (FSL). The non-water release corrective action plan (NWRCAP) updated costs have been prepared in accordance with Title 27, Section 22101(b) of the California Code of Regulations (27 CCR §22101(b)). 1.1 Site Background Information The FSL is a Class III Solid Waste Landfill Facility located approximately 17 miles east of Stockton in San Joaquin County. The FSL site consists of 800 acres, which includes 80 acres located in Calaveras County. Of the 800 acres in the County, 674 acres are designed and permitted for landfill disposal activities. The site is located in Section 12 and 13, T2N, R9E, MDB&M. The land surrounding the FSL is zoned for agricultural use and is classified as natural vegetation. There are only a few residences within 2 miles of the landfill property. The site plans are presented on Figure 1 and Figure 2. The landfill has been in operation since 1965, accepting household, commercial, industrial, and agricultural wastes from the Cities of Stockton, Manteca, Tracy and surrounding areas. The landfill property was previously owned by Nomellini Construction, Inc. and then Waste Management of North America, Inc. San Joaquin County acquired the property in 1993, and Foothill Sanitary Landfill, Inc. has been operating the landfill under an agreement with San Joaquin County. The FSL is currently permitted under Waste Discharge Requirements (WDR) Order No. R5-2015-0058. The FSL facility includes the landfill and associated environmental controls and monitoring systems (e.g., leachate, landfill gas, stormwater, surface water, groundwater); stormwater ditches, berms, and retention basins; access roads; office and maintenance buildings; a scale house; pump station; a white goods processing area; and undeveloped acreage for future module expansion. Pursuant to WDR Order No. R5-2015-0058, the landfill consists of two classified waste management units referred to as Landfill 1 (LF-1) and Landfill 2 (LF-2). LF-1, the older of the two landfills, is an 85-acre, unlined landfill unit in the central portion of the site. LF-1 consists of the single, unlined Module I that was partially-closed in 2006 and no longer accepts waste. LF-2 is a lined, expansion landfill being constructed one module at a time around LF-1. The FSL environmental monitoring and control systems include the following:  Final Cover System  Landfill Gas Collection and Control System (GCCS)  Soil Pore Water Monitoring System  Leachate Management System  Groundwater Monitoring System  Surface Water Management System
