<br />2-8 <br /> <br />and installing the new cover, as necessary, depending on the replacement final cover system <br />design; or <br /> §22101(b)(1)(B) - By providing the greater of either the most recently approved or most <br />recently submitted closure cost estimate, adjusted, as necessary, to reflect closure of the <br />entire solid waste landfill and current unit costs. <br />In accordance with §22101(b)(2), in lieu of providing a separate corrective action cost estimate pursuant <br />to (b)(1)(A) or (B), the operator may provide a site-specific corrective action plan (CAP). <br />This report complies with §22101(b)(2), the site-specific CAP cost estimate, and is based on the best <br />management practices (BMPs) prepared by CalRecycle staff to assist in the preparation of the CAP. The <br />site-specific CAP cost estimate provides an assessment of the known or reasonably foreseeable impacts <br />due to the six (6) causal events described in the following paragraphs. <br />The FSL NWRCAP cost estimate was prepared to comply with Title 27 CCR §22101(b), and is based on the <br />assessment of known or reasonably foreseeable impacts due to the following six (6) causal events: <br />CalRecycle developed the following guidance documents for preparing site-specific cost estimates for <br />each of the above six (6) causal events. <br /> Background Document on Best Management Practices for Site-Specific Non-Water Release <br />Corrective Action Plans, December 2010 (CalRecycle 2010); and <br /> Technical Guidance and FAQs for the Preparation of Site-Specific Non-Water Release <br />Corrective Action Plans, February 2011 (CalRecycle 2011). <br />A summary of CalRecycle’s BMPs for the above six (6) causal events are presented below. <br /> Earthquake BMP - The earthquake causal event is based on an assessment of damages that <br />could occur based on the following criteria: <br />1. The maximum creditable earthquake (MCE) for the site <br />2. Is the site in a Seismic Hazard Zone <br />3. Is the site within 200 feet of a Holocene fault <br /> Precipitation BMP - The precipitation causal event is based on an assessment of damages that <br />could occur during the 1000-year, 24-hour storm event. <br /> Flooding BMP - The flood causal event is based on an assessment of damages if the landfill is <br />within a 500-year flood zone. <br /> Tsunami BMP - The tsunami causal event is based on an assessment of damages if the landfill <br />is located in an area that is designated to be prone to be inundated by a tsunami. <br /> Seiche BMP - The seiche causal event is based on an assessment of damages if the landfill is <br />located within 1/2-mile of a lake or landlocked bay and the height of the wave that could <br />inundate the landfill. <br /> Fire BMP - The fire causal event is based on an assessment of damages from a subsurface or a <br />surface / wildfire. <br />In addition to the assessment of known or reasonably foreseeable causal events, the NWRCAP must also <br />include the following: <br /> An evaluation of the long-term performance of the final cover system, to ensure that it meets <br />the requirements of Title 27 CCR without the need for corrective action; and
