WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -40- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />b. The beneficial reuse of inert materials in final cover construction/repair (e.g., <br />foundation layer, side slope buttresses, berms) consistent with Discharge <br />Specification B.8; <br />c. The stockpiling of inert materials for beneficial reuse described above; and <br />d. The beneficial reuse of inert liquids for construction or maintenance purposes <br />consistent with Discharge Specification B.8.c. <br />3. The following discharges of leachate and/or landfill gas condensate are <br />prohibited, except as specifically authorized in Section B.9: <br />a. The return or discharge of leachate and/or LFG condensate to unlined unit <br />LF-1; <br />b. The discharge of LF-1 leachate and/or LFG condensate to LF-2 after <br />15 October 2016 (see Discharge Specification B.6); <br />c. The return or discharge of leachate and/or LFG condensate to closed units or <br />closed portions of units; and <br />d. The use of leachate and/or LFG condensate for dust control. <br />See 40 CFR 258.28(a)(2) and Title 27, sections 20090(e)(2), 20200(d) and <br />20340(g). <br />4. The Discharger shall comply with all Standard Prohibitions listed in Section C of <br />the Standard Provisions and Reporting Requirements (SPRRs) incorporated <br />into this Order under Finding 2. <br />B. DISCHARGE SPECIFICATIONS <br />1. The Discharger shall only discharge the wastes listed or allowed under the Waste <br />Classification and Unit Classification section in the Findings of this Order. <br />2. The Discharger is not authorized to use any material as alternative daily cover <br />(ADC) other than tarps unless and until the Discharger has demonstrated that a <br />proposed ADC meets the requirements in Title 27, section 20705, and the <br />Discharger has received written approval by the Executive Officer that it may <br />begin using the material as ADC. <br />3. The Discharger shall use approved ADC only in internal areas of the landfill that <br />do not drain outside of the limits of the contiguous landfill units unless the <br />Discharger demonstrates that runoff from the particular ADC is not a threat to <br />surface water quality and the demonstration has been approved in writing. This <br />demonstration may take removal of sediment or suspended solids into account <br />for landfills where surface water drains to a sedimentation basin <br />4. If any waste is discharged at this facility in violation of this Order, the Discharger <br />shall timely report such unauthorized discharge to the Central Valley Water Board <br />and relocate the waste for proper disposal. If the Discharger is unable to remove <br />and relocate the waste, the Discharger shall submit a report to the Water Board <br /> <br />
