WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -42-
SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS
FOOTHILL SANITARY LANDFILL, INC.
FOOTHILL LANDFILL
SAN JOAQUIN COUNTY

b. Landfill Gas condensate as defined as liquid removed from a gas control
system at a landfill and which are produced by the condensation of landfill gas
being conveyed by that system (Title 27, § 20164).
i. Conditionally, in the event that Landfill Gas condensate from LF-1 is
discharged into the Calaveras SI unit, the comingled liquid waste
cannot be used for reinjection into any waste management unit.
c. Leachate as defined as liquid formed by the drainage of liquids from waste or by
the percolation or flow of liquid through waste. Includes any constituents
extracted from the waste and dissolved or suspended in the fluid (Title 27, §
20164).
d. Off-site leachate or landfill gas condensate that meet requirements, including
but not limited to Title 27 sections 20090(e) and 20340(g), can be discharged
into the Class II surface impoundment with prior approval from Central Valley
Water Board.
10. Notwithstanding Section B.9, Landfill Gas condensate and leachate from on-
site landfill WMUs shall not be discharged to other WMUs unless approved in
writing by the Central Valley Water Board. (See Title 27, § 20340). Collected
leachate can be discharged to a different WMU only if:
a. the receiving WMU has a LCRS, contains wastes which are similar in
classification and characteristics to those in the WMUs from which the
leachate was extracted, and has at least the same classification as the unit
from which leachate was extracted;
b. the discharge to a different WMU is approved by the Central Valley Water
Board; and
c. the leachate will not exceed the moisture holding capacity of the receiving
unit.
11. The Discharger shall comply with all Standard Discharge Specifications listed
in Section D of the SPRRs.
C. FACILITY SPECIFICATIONS
1. Consistent with Discharge Prohibition A.3, LFG extracted from LF-1 shall be
routed through a condensate knock-out sump prior to being commingled with
LF-2 LFG, if condensate removed from LF-2 LFG is to be returned to LF-2.
2. Per Title 27, section 21760(b), the Discharger shall develop and implement an
operations and maintenance (O&M) plan for the LFG extraction system, as
approved by Central Valley Water Board staff, to ensure that LFG from the landfill
units is controlled and handled appropriately in accordance with the requirements
of this Order and Title 27 regulations. The plan shall include, but not be limited
to, a plan for the separate removal and offsite disposal and/or on-site discharge
of LFG condensate from LF-1 per Discharge Specification B.6 above.
