Complete repairs of the containment structures in accordance with the approved <br />time schedule. <br />7. The Discharger shall update the water balance model if additional inflows <br />are discharged to the Class II surface impoundment such that the model <br />assumptions no longer represent site conditions. <br />8. If the level in the Class II surface impoundment reaches 30-inches (2.5 feet) <br />of freeboard, the Discharger shall immediately notify Central Valley Water <br />Board staff by telephone and email with the Class II surface impoundment <br />water level and the proposed actions to prevent the Class II surface <br />impoundment from reaching pass the 24-inches (2 feet) freeboard limit. <br />9. The Discharger shall comply with all Standard Facility Specifications listed <br />in Section E of the SPRRs dated January 2012 which are part of this Order. <br />D. CONSTRUCTION SPECIFICATIONS <br />Landfill Liner <br />1. LF-2 expansion modules shall, at a minimum, be constructed in accordance with <br />the following engineered alternative design (EAD), from top to bottom: 14 <br /> <br />Component Base Liner Side Slopes <br /> Excavation LF-1/LF-2 <br />Interface <br />Operations Layer ≥ 2 feet soil <br />Filter Fabric Geotextile1 <br /> <br />Geocomposite2 <br /> <br />LCRS <br />9-inch gravel layer <br />Appropriately-sized HDPE <br />collection piping in drainage <br />troughs <br /> <br />14. Incorporates EAD approved under previous WDRs and Title 27 containment system requirements for <br />side slope extensions overlapping an existing MSW landfill (i.e., LF-1).
