WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -56- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />beginning immediately after the suspension of corrective action measures; <br />b. The individual sampling events for each monitoring point must have been <br />evenly distributed throughout the proof period and have consisted of at least <br />two sampling events per year (i.e., one each semester) per monitoring point <br />(i.e., quarterly monitoring); and <br />c. At the end of the proof period, a single data analysis method (statistical or <br />nonstatistical, as appropriate) shall be used for each monitoring parameter at <br />each monitoring point to determine whether that parameter has been reduced <br />to levels at or below concentration limits at that monitoring point. <br />The Discharger shall notify the Board and obtain Executive Officer approval prior <br />to (1) suspending corrective action measures prior to making the above <br />demonstration; and (2) terminating corrective action measures after making the <br />above demonstration. <br />8. Any proposal for concentration limits greater than background (CLGBs) shall be <br />accompanied by the requisite demonstration under Section 20400(c) (i.e., that it <br />is technologically or economically infeasible to achieve the background value for <br />that constituent and that the constituent will not pose a substantial present or <br />potential hazard to human health or the environment). Approval of CLGBs shall <br />require approval of revised WDRs by the Central Valley Water Board. <br />9. The Discharger shall comply with all Standard Monitoring Specifications and <br />Response to a Release specifications listed in Sections I and J of the <br />SPRRs dated January 2012.
