<br />STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 - 6 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br /> <br /> <br />5. Any discharge of waste outside the portion of the landfill that was already <br />covered with waste as of the landfill unit’s respective Federal Deadline <br />constitutes a “lateral expansion” and requires the installation of an approved <br />composite liner system and LCRS [40 C.F.R. § 258.40(b)]. <br /> <br />6. Wastes shall be discharged only into waste management units specifically <br />designed for their containment and/or treatment, as described in this Order. <br /> <br />7. The discharge shall remain within the designated disposal area at all times. <br /> <br />8. The discharge of waste shall not cause a nuisance condition <br />[Wat. Code, § 13050(m)]. <br /> <br />E. STANDARD FACILITY SPECIFICATIONS <br /> <br />1. All waste management units shall be designed, constructed, and operated to <br />ensure that wastes, including leachate, will be a minimum of 5 feet above the <br />highest anticipated elevation of underlying groundwater [Title 27, § 20240(c)], <br />including the capillary fringe. <br /> <br />2. Surface and subsurface drainage from outside of a waste management unit <br />shall be diverted from the unit [Title 27, § 20365(e)]. <br /> <br />3. Interim cover is daily and intermediate cover [Title 27, § 20750(a)]. Interim <br />cover over wastes discharged to a landfill shall be designed and constructed to <br />minimize percolation of liquids through the wastes [Title 27, § 20705(b)]. <br /> <br />4. Intermediate cover consisting of compacted earthen material of at least twelve <br />(12) inches shall be placed on all surfaces of the fill where no additional solid <br />waste will be deposited within 180 days [Title 27, § 20700(a)]. <br /> <br />5. During wet weather conditions, the facility shall be operated and graded to <br />minimize leachate generation. <br /> <br />6. The Discharger shall immediately notify the Central Valley Water Board staff of <br />any slope failure occurring at a waste management unit. Any failure which <br />threatens the integrity of containment features or the waste management unit <br />shall be promptly corrected in accordance with an approved method <br />[Title 27, § 21710(c)(2)]. <br /> <br />7. The Discharger shall immediately notify Central Valley Water Board staff of <br />any flooding, unpermitted discharge of waste off-site or outside of waste <br />management units, equipment failure, or other change in site conditions which <br />could impair the integrity of waste or leachate containment facilities or <br />precipitation and drainage control structures.
