<br />STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 - 8 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br /> <br /> <br />17. New MSW landfill units or lateral expansions of existing units shall not be sited <br />in a “wetland” [as defined in 40 C.F.R. § 232.29(r)] unless there is no practical <br />alternative; steps have been taken to assure no net loss of wetland; the landfill <br />unit will not degrade the wetland; the unit will not jeopardize threatened or <br />endangered species or produce adverse modification of a critical habitat or <br />violate any requirement of the Marine Protection, Research, and Sanctuaries <br />Act of 1972 [40 C.F.R. § 258.12]. <br /> <br />F. STANDARD CONSTRUCTION SPECIFICATIONS <br /> <br />1. The Discharger shall submit for review and approval at least 90 days prior to <br />proposed construction, design plans and specifications for new landfill modules <br />that include the following: <br /> <br />a. Detailed construction drawings showing all required liner system <br />components, the LCRS, leachate sump, unsaturated zone monitoring <br />system, any proposed landfill gas monitoring and extraction points, and <br />access to the LCRS for required annual testing. <br /> <br />b. A Construction Quality Assurance (CQA) Plan prepared by a <br />California-registered civil engineer or certified engineering geologist, and <br />that meets the requirements of Title 27, section 20324. <br /> <br />c. A geotechnical evaluation of the area soils, evaluating their use as the <br />base layer or reference to the location of this information in the ROWD/JTD <br />[Title 27, § 21750(f)(4)]. <br /> <br />d. Information about the seismic design of the proposed new module (or <br />reference to the location of this information in the ROWD/JTD) in <br />accordance with Title 27, section 20370. <br /> <br />e. A revised water quality monitoring plan for groundwater detection <br />monitoring (or information showing the existing plan is adequate) in <br />accordance with Title 27, section 20415. <br /> <br />f. An Operation Plan (or reference to the location of this information in the <br />ROWD/JTD) meeting the requirements of Title 27, section 21760(b). <br /> <br />2. All containment structures shall be designed by, and construction shall be <br />supervised by, a California registered civil engineer or a certified engineering <br />geologist, and shall be certified by that individual as meeting the prescriptive <br />standards, or approved engineered alternative design, in accordance with this <br />Order prior to waste discharge. <br /> <br />3. The Discharger shall not proceed with construction until the construction plans, <br />specifications, and all applicable construction quality assurance plans have
