<br />STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 - 12 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br /> <br /> <br />28. The Discharger shall not discharge waste onto a newly constructed liner system <br />until the final documentation report has been reviewed and an acceptance letter <br />has been received. <br /> <br />29. Prior to placement of waste in a new landfill unit, the Discharger shall monitor <br />any pan lysimeter for the unit that has received enough rainfall to flood the <br />LCRS sump. If liquid is detected in the pan lysimeter, the Discharger shall <br />verify that the liquid is not from a leak in the primary liner system before waste <br />can be accepted to the new module. <br /> <br />G. STANDARD CLOSURE AND POST-CLOSURE SPECIFICATIONS <br /> <br />1. The Discharger shall submit a final or partial final closure and post-closure <br />maintenance plan at least two years prior to the anticipated date of closure <br />[Title 27, § 21780(d)(1)]. <br /> <br />2. The Discharger shall notify the Central Valley Water Board in writing that a <br />landfill unit or portion of a unit is to be closed either at the same time that the <br />California Department of Resources Recycling and Recovery (CalRecycle) is <br />notified or 180 days prior to beginning any final closure activities, whichever is <br />sooner [Title 27, § 21710(c)(5)(A)]. The notice shall include a statement that all <br />closure activities will conform to the most recently approved final or partial final <br />closure plan and that the plan provides for site closure in compliance with all <br />applicable federal and state regulations [Title 27, § 21710(c)(5)(C)]. <br /> <br />3. Initiation of closure activities shall begin within 30 days of final waste receipt, or <br />within one year of receipt of most recent waste if additional capacity remains <br />[40 C.F.R. § 258.60(f)]. <br /> <br />4. Closure activities shall be completed within 180 days of the beginning of <br />closure activities unless an extension is granted by the Executive Officer <br />[40 C.F.R. § 258.60(g)]. <br /> <br />5. The Discharger shall carry out both mandatory closure and normal closure of a <br />waste management unit or a portion of a unit in accordance with a closure and <br />post-closure maintenance plan approved by the Central Valley Water Board <br />[Title 27, § 20950(a)(1)] through the issuance of closure waste discharge <br />requirements. <br /> <br />6. The Discharger shall notify the Central Valley Water Board that a preliminary <br />closure and post-closure maintenance plan has been prepared and placed in <br />the operating record by the date of initial receipt of waste at any new MSW <br />landfill unit or lateral expansion of any existing unit [40 C.F.R. § 258.60(d)]. <br />This notification shall be included in the cover letter transmitting the preliminary <br />closure and post-closure maintenance plan.
