Permit Unit Requirements for N-4070-1-10 (continued) Page 2 of 9 <br />PERMIT UNIT REQUIREMENTS CONTINUE ON NEXT PAGE <br />These terms and conditions are part of the Facility-wide Permit to Operate. <br />Facility Name: FOOTHILL SANITARY LANDFILL <br />Location: 6484 N WAVERLY RD,LINDEN, CA <br />N-4070-1-10 : Jan 9 2023 2:37PM -- YOSHIMUJ <br />12. The owner/operator shall install, maintain, and operate a collection and control system that captures gas generated <br />from the landfill and routes it either to the enclosed flare or to the IC engines permitted under facility ID N-8247, or <br />another facility permitted by the District to receive this gas. Each device shall be operated at all times when the <br />collected gas is routed to it. [District Rule 2201, 17 CCR 95464, 40 CFR 60.752(b)(2)(iii)(C), 40 CFR 60.753(f), and <br />40 CFR 63 Subpart AAAA] <br />13. The VOC destruction efficiency for the enclosed flare shall be at least 98% by weight or the maximum non-methane <br />organic compound NMOC emissions from the flare shall not exceed 20 ppmv @ 3% O2 (as hexane). [District Rule <br />2201, 40 CFR 60.752(b)(2)(iii)(B), and 40 CFR 63 Subpart AAAA] <br />14. The methane destruction efficiency for the enclosed flare shall be at least 99% by weight. [17 CCR 95464] <br />15. Source testing of the flare shall be performed to demonstrate compliance with the NOx and CO emission rates (in <br />lb/MMBtu), and VOC control efficiency of 98% or 20 ppmvd VOC @ 3% O2 as hexane within 60 days of initial <br />startup and at least once every 12 months thereafter. The VOC Control Efficiency = (NMOC(in) - <br />NMOC(out))/NMOC(in), where NMOC(in) is the mass of NMOC entering the flare and NMOC(out) is the mass of <br />NMOC exiting the flare. [District Rules 1080 and 2201, 40 CFR 60.752(b)(2)(iii)(C), 40 CFR 60.754(d), and 40 CFR <br />63 Subpart AAAA] <br />16. Source testing for NOx shall be conducted using CARB Method 7 or CARB Method 20. [District Rules 1081 and <br />2201] <br />17. Source testing for CO shall be conducted using EPA Method 10 or 10B, CARB Methods 1 through 5 with CARB <br />Method 10, or CARB Method 100. [District Rules 1081 and 2201] <br />18. Source testing for VOC emissions shall be conducted using EPA Method 18, 25, 25A, 25C or another test method pre- <br />approved by the District. [District Rules 1081 and 2201, 40 CFR 60.752(b)(2)(iii)(C), 40 CFR 60.754(d), and 40 CFR <br />63 Subpart AAAA] <br />19. Source testing shall be conducted using the methods and procedures approved by the District. The District must be <br />notified at least 30 days prior to any compliance source test, and a source test plan must be submitted for approval at <br />least 15 days prior to testing. [District Rule 1081] <br />20. The results of each source test shall be submitted to the District within 60 days thereafter. [District Rule 1081] <br />21. The minimum temperature of the combustion chamber serving the flare to maintain the required VOC control <br />efficiency or emission rate(s) shall be determined during the initial source test and shall be maintained at or above the <br />determined minimum temperature during operation. [District Rule 2201] <br />22. The flare shall be equipped with a temperature indicator and recorder that measures and continuously records the <br />operating temperature. [District Rule 2201] <br />23. The facility shall install and maintain in proper operating condition a gas flow meter with a continuous recording <br />device that measures the quantity of landfill gas processed each day by the flare. [District Rule 2201] <br />24. Soil with VOC content of 50 ppm by weight or greater shall not be used as daily cover. [District Rule 4651] Federally <br />Enforceable Through Title V Permit <br />25. The landfill gas collection system shall be designed and operated to: 1) Handle the maximum expected gas flow rate <br />from the entire area of the landfill that warrants control over the intended use period of the gas control or treatment <br />system equipment; 2) Collect gas from each area, cell or group of cells in the landfill in which the initial solid waste <br />has been placed for a period of five years or more for an active landfill, or 2 years or more for a closed landfill or <br />landfill at final grade; 3) Collect gas at a sufficient extraction rate; and 4) Minimi ze off-site migration of subsurface <br />gas. [40 CFR 60.752(b)(2)(ii)(A), 40 CFR 60.753(a), and 40 CFR 63 Subpart AAAA] <br />26. All exterior vapor extraction wells, leachate collection system components, and perimeter horizontal collectors shall <br />not be located over any waste and are exempt from the operational standards of 40 CFR 60.753 and the compliance <br />provisions of 40 CFR 60.755. The permittee shall keep records of all components that qualify for this exemption and <br />note their location with respect to the landfill's perimeter.
