Project No. AU25.1274 | PCPCMP Foothill Sanitary Landfill 3
September 2025
2.4 Closure Activities
2.4.1 Structure Removal
Landfill structures that will be removed as part of the final closure of the site consist of t he
gatehouse (100 square feet). Structures now on site, but in the final refuse footprint, will be
removed long before closure. These include:
• Trailer south of gatehouse (not more than 1000 square feet)
• Two temporary trailers northwest of gatehouse
• Maintenance building (3,000 square feet)
• Foreman's residence (1,500 square feet)
The proposed solar farm will be decommissioned and cleared long before complete final closure
activities are initiated.
Leachate production is expected to decrease after closure, so decommissioning of leachate
control facilities is not anticipated. A leachate pond is planned for construction within the future
refuse footprint; therefore, this pond will be decommissioned before closure and this work is not
included in closure costs.
The landfill gas treatment facility is presently located within the future refuse footprint. This
equipment will be moved to a location off the refuse footprint before closure. The flare station
will be relocated before closure; therefore, this work is not included in closure costs.
Components or structures scheduled for removal that have come in contact with either leachate
or landfill gas will be disposed of either at FSL or another solid waste facility approved for receipt
of such material.
2.4.2 Site Security
Closure of the facility will be conducted in accordance with Title 27 requirements (Sections
21790(b)(8)(A), 21135(a-g)).
• Signage will be placed in advance of closure to inform users of the impending closure
and alternate disposal facilities.
• Written notification of the closure of the landfill will also be issued in the form of
newspaper advertisements.
At closure, the perimeter of the site will be ringed with either a three -strand barbwire fence or
chain-link fence topped with barbed wire, or approved equivalent. All environmental monitoring
and control systems will be within the fenced perimeter of the landfill.
After closure, signs will be posted at the site entrance gate stating that the site is closed and
entrance by unauthorized personnel is not allowed.
