This value is less than the USEPA's maximum <br />allowable soil loss of 2 tons per acre per year (Appendix B). <br />2.5 Environmental Monitoring <br />Environmental monitoring systems in conformance with Title 27 at FSL include groundwater <br />monitoring wells, landfill gas probes, and surface water monitoring points. <br />2.5.1 Groundwater <br />Groundwater is monitored at seven groundwater monitoring wells. Monitoring wells include two <br />upgradient wells MW-4 and MW-4A, two downgradient wells MW-5 and MW-6, and cross- <br />gradient wells MW-1A, MW-2R, MW-3, MW-7 and MW-7R (see Figure 7). The supply well LW-1 <br />is included as part of the monitoring and reporting program for the landfill. <br />Groundwater is monitored semi-annually at all wells with the exception of MW-3, which is <br />monitored quarterly beginning in 2015. <br />As new modules are constructed, new groundwater monitoring wells will be added as <br />determined by the Regional Water Quality Control Board, and interior wells such as MW-1 will <br />be decommissioned. <br />Proposed final groundwater monitoring includes three up-gradient wells (MW-4, -8, and -9) and <br />three down-gradient wells (MW-5, -6, and -7) (Figure 7). Actual number and location of the <br />groundwater monitoring wells at closure will be controlled by factors such as regulatory input, <br />changing regulations, and future patterns of detections of constituents in groundwater, if any. <br />For estimating closure and post-closure maintenance costs, it is assumed that these wells will be <br />installed along with the adjacent modules, and will not be part of closure construction. Cost of <br />maintenance is included in the Post-Closure Maintenance Cost. <br />2.5.2 Landfill Gas (LFG) Migration Monitoring and Control <br />LFG migration is presently monitored at 25 landfill gas monitoring probes at FSL (SG -12 through <br />SG-125, Figure 7). Well SG-12 will be replaced with the development of the landfill prior to <br />closure. No additional perimeter migration monitoring wells will be needed at closure (Figure 7). <br />Cost of maintenance and monitoring after closure is competed is included in the Post -Closure <br />Maintenance Cost. <br />2.5.3 Landfill Gas Surface (LFG) Emissions <br />LFG surface emissions will be controlled in accordance with the requirements of the air quality <br />requirements in applicable at that time. Presently, the San Joaquin Valley Air Pollution Control <br />District (SJVAPCD) and the Federal Environmental Protection Agency have jurisdiction over this <br />activity. Present requirements for both agencies are incorporated into the Permit to Operate <br />issued by the SJVAPCD (JTD Appendix A).
