This constitutes a significant cost savings compared to <br />previous cost estimates; however, for the purpose of post -closure cost estimates, it is assumed <br />that the County will operate the LFG collection system (Figure 6) throughout the post-closure <br />period. <br />3.2.7 Leachate Control System <br />Leachate will continue to be pumped from the leachate sumps and returned to the dryer, upper <br />strata of the landfill. The County anticipates that leachate production will decrease once the <br />landfill is covered with the ET cover. Extraction of leachate from the sumps (with subsequent <br />storage in an onsite tank if needed) will be automatic, and will not require the same level of effort <br />for maintenance as with the LFG control system. <br />County staff will inspect the sumps monthly to assure proper operation of each sump. Likely <br />problems include either failure of the leachate pump or failure of the level sensor/control that <br />cycles the pump in response to rising and falling leachat e levels. The County will make repairs as <br />needed. <br />3.3 Post-Closure Maintenance Cost Estimate <br />Post-closure costs for FSL have been developed per the regulations provided in CCR Title 27 <br />Section 21815. Post-closure maintenance costs for FSL are estimated to be $2.77 million per year <br />(2025 dollars) (Appendix C, Table C-2). <br />Post-closure financial assurance is provided by a Pledge of Revenue from the Solid Waste <br />Enterprise Fund (see JTD, Appendix I). <br />
