Intermediate Cover <br />Intermediate cover is placed on surfaces that are not scheduled to receive refuse for 180 days <br />or more. Intermediate cover is typically placed with a 623 scraper from the soil stockpile and <br />spread on the refuse and side slopes. Bulldozers are used on occasion to help spread the soil <br />evenly throughout. <br /> <br />5.4.4. Alternate Daily Cover <br />Foothill Landfill deploys tarps as alternate daily cover (ADC). Tarps are the only approved ADC <br />used at this time (2020). When used, the tarps are removed from the surface of the working <br />area at the beginning of each work day, and placed over the new refuse lift at the end of the <br />day. If the landfill is closed for longer than 24 hours, then soil will be used for cover to comply <br />with Section 20690. <br /> <br />5.4.5. Beneficial Reuse <br />Beneficial reuse at the site includes use of inert materials (demolition debris, etc) for the <br />construction of roads and winter pads. <br /> <br />Loads that have exclusively inorganic materials (concrete, rebar) may be stored up to 180 days <br />for use in building roads and winter pads. Non-putrescible materials, which include mixed <br />demolition materials such as wood, shingles, plasterboard, may be stored up to 14 days before <br />being covered. <br /> <br />5.5. Leachate Collection and Recovery System <br /> <br />5.5.1. Existing Leachate Collection System <br />This section has been revised to expand on the same section presented in the 2020 JTD. <br />Module ā€œIā€, the existing unlined landfill area, was not constructed with leachate control and <br />monitoring systems. Leachate control will be implemented, in part, by placing final cover on <br />sections of Module ā€œIā€ as they reach final grade.
