Foothill Sanitary Landfill Page 26 of 53 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 6/09/2020

ancillary facilities. The stockpile plans will show the location and grading contours for temporary
placement of the surplus soils excavated from the modules, if any.

It is the County’s intent to excavate the next module’s base while obtaining cover soil for the
active module (Figure 5). This will minimize the soil stockpiled. However, any soil removed in
the preparation of a module may be stockpiled where convenient for future use. This will allow
close access for retrieval of daily and intermediate cover soil from the stockpiles.

Nearing build-out, the County may stockpile soil on the 80-acre parcel east of the permitted
landfill footprint.

The County may also offer soil for sale if it is determined that the site has excess soil and that
such sale is beneficial to the County.

6. LANDFILL OPERATIONS

6.1. Operating Criteria
6.1.1. Hours of Operation
For the purposes of this document, the term “Hours of Operation” is as defined in Title 27
Section 20164: “Operation” of the landfill occurs “from the first receipt of waste until the final
receipt of waste consistent with the normal pattern of operation in the solid waste facility permit.”

Hours of operation (receipt of refuse) may start no earlier than 7:00 a.m., and may continue no
later than 5:00 p.m. Hours of operation may be shortened within that time based on refuse
inflow and the needs of the site. Such adjustments in hours of receipt of refuse will be in
coordination with the County Environmental Health Department.

The landfill is operated daily with the exception of posted holidays. At this time, posted holidays
include New Year’s Day, Easter Sunday, Thanksgiving, and Christmas Day. Additional closed
days may be posted based on refuse inflow and other considerations.
