The stretch of Waverly Road fronting the landfill is <br />also monitored for litter regularly. Litter is removed as soon as possible by site staff. If <br />necessary, Foothill Landfill hires local contractors to remove litter. <br /> <br />7.8. Noise Control <br />Noise is controlled as needed to meet the County Noise Ordinance, which limits the noise <br />received at residences beyond the property boundary. Noise levels from site equipment and <br />operations are controlled by proper maintenance of mufflers and construction of berms around <br />portions of the site. The landfill is not near any residences (except the operator’s on-site <br />residence) so the potential for noise nuisance is minimal. <br /> <br />7.9. Traffic Control <br />Landfill traffic enters the site via the entrance road from Waverly Road. Signs direct traffic <br />through the scales to the active area (Figure 14). <br /> <br />The unloading area is at the active face of the landfill. Transfer vehicles, packer trucks, and <br />public vehicles are directed by a traffic spotter at the unloading area. The transfer and packer <br />trucks discharge their contents using hydraulic rams and traveling beds. The public vehicles are <br />directed to the designated unloading area at the active face. For safety reasons, public and <br />commercial vehicles unload in different areas of the working face. Typically, one to two traffic <br />spotters assist unloading vehicles. <br /> <br />7.10. Hazardous Waste / Load Checking <br />Foothill Landfill operations incorporate the procedures of the County’s Hazardous Waste <br />Exclusion and Load Check Program (Appendix G) <br /> <br />7.11. Landfill Gas (LFG) Surface Emissions Management Plan <br />Municipal solid wastes placed in the Foothill Landfill will undergo natural chemical and biological <br />decomposition following disposal. The products of biological decomposition of organic wastes <br />are solids, liquids, and gases. <br />
