All rights reserved. <br /> <br />5.0 WATER QUALITY PROTECTION STANDARD <br />The Water Quality Protection Standard (WQPS) for groundwater consists of the COCs, the <br />Concentration Limits (CLs) for each COC, the Monitoring Points, the Point of Compliance (POC), <br />and the Compliance Period. A WQPS report was submitted to the CVRWQCB on March 10, <br />2016. <br />5.1 Constituents of Concern <br />The COCs include all the waste constituents, their reaction products, and hazardous constituents <br />that are reasonably expected to be in or derived from waste contained in the landfill. The COCs <br />for the landfill are listed in Appendix 1 of the WDR Order No. R5-2015-0058 and are presented <br />above in the Monitoring Program for Landfills 1 and 2 (Modules I and 1). <br />5.2 Concentration Limits <br />Concentration Limits for statistical COCs, including general minerals and dissolved metals <br />generally detected in background, are based on an interwell data analysis method specified in <br />the Statistical Analysis in Appendix D. CLs for nonstatistical COCs, including VOCs, other organic <br />COCs, and dissolved metals not detected in background are equal to the method detection limit. <br />5.3 Monitoring Points <br />The monitoring points for groundwater monitoring are as identified above in the Monitoring <br />Program. <br />5.4 Point of Compliance <br />The point of compliance (POC) is the vertical surface located at the hydraulically down-gradient <br />limit of the landfill that extends through the shallow aquifer underlying the landfill. The POC wells <br />for LF-1 (Module I) consist of: <br /> Down-gradient and cross gradient wells MW-1A, MW-3, MW-6, MW-7, and MW-7R <br /> Up-gradient wells MW-4 and MW-4A <br />The POC wells for LF-2 (Module 1) consist of: <br /> Down-gradient and cross gradient wells MW-2R, MW-3, MW-5, and MW-6 <br /> Up-gradient wells MW-4 and MW-4A <br />5.5 Compliance Period <br />The compliance period is equal to the active life of the landfill plus the closure period.
