The binder was last updated in September 2018 &contained outdated conditions of the facility's <br /> wastewater discharge permit with City of Stockton. <br /> -Bins marked "Excluded Solvent Contaminated Wipes"were observed outside the facility containing trash on top of the <br /> soiled textiles. Plant Manager John stated that facility staff sometimes place trash in the bins awaiting sorting. <br /> -Multiple daily inspection logs were observed incomplete. The "Number of Bags of Clay Used" and "Was skimmer run at <br /> end of day" questions were blank on the majority of daily log sheets. The Jar Study Results table and pH Probe <br /> Validation table were blank on the daily log sheets for 10/29/24, 10/14/24 and 9/27/24. The water processing table was <br /> also blank on the 10/14/24 daily log sheet. Three questions were left blank in the bottom right table of the 10/29/24 daily <br /> log sheet. <br /> -The facility was not able to provide documentation demonstrating that conveyances & containers are constructed of <br /> materials to ensure that they are impervious under the conditions of use. <br /> -The facility was not able to provide records & procedures showing conveyances &containers are visually inspected <br /> twice a year to ensure that waste wash water is not leaking into underlying soil. <br /> -Offsite emergencies were not addressed in the facility's contingency plan. <br /> (Continued in Overall Inspection Comments section at bottom of report) <br /> This is a Repeat(Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 2 of 3 FA0015603 PR0523114 4524880 9/4/2025 <br /> 1868 E.
