Waste wash water was observed pooled inside the secondary containment of the equalization tank. <br />Per the facility, the equalization tank is leaking. <br />-Provide records & procedures showing conveyances & containers are visually inspected twice a year to ensure that <br />waste wash water is not leaking into underlying soil. <br />-Provide a copy of the contingency plan specifying procedures for handling offsite emergencies for materials and that <br />employees are trained in this plan including training content & records of employee training. <br />-Maintain records of daily inspection logs. Inspection lobs observed onsite were incomplete. The “Was skimmer run at <br />end of day” question was left blank on multiple daily logs. <br />-Utilize a copy of the current written operating instructions onsite. The binder containing the written operating instructions <br />for the treatment unit that the facility stores in the treatment area was from 2018 & contained outdated conditions of the <br />facility’s wastewater discharge permit with City of Stockton. A complete report was finished <br />on 9/4/25 and replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br />by October 4, 2025. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br />having them sign. <br />Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
