Tiered Permitting Program Inspection Report
Date:
July 08, 2025
Facility Address:
1877 Industrial DR, StocktonCINTAS
Facility Name:
Environmental Health Department
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
Item #Remarks
18 CA Health and Safety Code 25144.6 3230018 - Requirements for laundering reusable soiled textile materials are being
met
OBSERVATION: The facility could not verify that the following requirements have been met:
-Verify that conveyances & containers are constructed of materials to ensure that they are impervious under the
conditions of use. Waste wash water was observed pooled inside the secondary containment of the equalization tank.
Per the facility, the equalization tank is leaking.
-Provide records & procedures showing conveyances & containers are visually inspected twice a year to ensure that
waste wash water is not leaking into underlying soil.
-Provide a copy of the contingency plan specifying procedures for handling offsite emergencies for materials and that
employees are trained in this plan including training content & records of employee training.
-Maintain records of daily inspection logs. Inspection lobs observed onsite were incomplete. The “Was skimmer run at
end of day” question was left blank on multiple daily logs.
-Utilize a copy of the current written operating instructions onsite. The binder containing the written operating instructions
for the treatment unit that the facility stores in the treatment area was from 2018 & contained outdated conditions of the
facility’s wastewater discharge permit with City of Stockton. The facility stated they had recently used this binder to train
an employee.
-Maintain three years of records of employee training demonstrating that facility personnel are able to safely and properly
handle and clean the reusable soiled textile.
REGULATION GUIDANCE: California Health and Safety Code section 25144
CORRECTIVE ACTION: Immediately investigate the leak from the equalization tank and make necessary repairs.
Provide a corrective action statement and supporting documentation to the EHD within 30 days that demonstrate that all
of the requirements for a commercial laundry facility have been met.
This is a Repeat (Class 2) Violation.
Inspector Phone:
(209) 616-3067
Inspector:
Lynsey Sammons, REHS
Date: July 08, 2025
Printed Name and Title:
Emailed to Stephen Koehler,
Environmental Contact
Received by:
AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS
FACILITY BACK INTO COMPLIANCE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
Overall Inspection Comments
An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished
on 9/4/25 and replaces the initial checklist.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork,
by October 4, 2025.
To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of
having them sign.
Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
