Waste wash water was observed pooled inside the secondary containment of the equalization tank. <br /> Per the facility, the equalization tank is leaking. <br /> -Provide records & procedures showing conveyances & containers are visually inspected twice a year to ensure that <br /> waste wash water is not leaking into underlying soil. <br /> -Provide a copy of the contingency plan specifying procedures for handling offsite emergencies for materials and that <br /> employees are trained in this plan including training content& records of employee training. <br /> -Maintain records of daily inspection logs. Inspection lobs observed onsite were incomplete. The "Was skimmer run at <br /> end of day" question was left blank on multiple daily logs. <br /> -Utilize a copy of the current written operating instructions onsite. The binder containing the written operating instructions <br /> for the treatment unit that the facility stores in the treatment area was from 2018 & contained outdated conditions of the <br /> facility's wastewater discharge permit with City of Stockton. The facility stated they had recently used this binder to train <br /> an employee. <br /> -Maintain three years of records of employee training demonstrating that facility personnel are able to safely and properly <br /> handle and clean the reusable soiled textile. <br /> REGULATION GUIDANCE: California Health and Safety Code section 25144 <br /> CORRECTIVE ACTION: Immediately investigate the leak from the equalization tank and make necessary repairs. <br /> Provide a corrective action statement and supporting documentation to the EHD within 30 days that demonstrate that all <br /> of the requirements for a commercial laundry facility have been met. <br /> This is a Repeat(Class 2)Violation. <br /> Overall Inspection Comments <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished <br /> on 9/4/25 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by October 4, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
