Property owner shall refrain from planting and irrigating the land. <br /> 27 CCR 21140 - Final Cover <br /> Exposed waste was observed along the slope and on the surface north of the slope. <br /> The edges of the slope where waste is located appears to be disturbed. Continuation <br /> of violation. <br /> A.) The final cover shall function with minimum maintenance and provide waste <br /> containment to protect public health and safety by controlling at a minimum, vectors, <br /> fire, odor, litter and landfill gas migration. The final cover shall also be compatible with <br /> postclosure land use. <br /> B.) Cover areas with exposed waste with clean dirt. <br /> No Areas of Concern <br /> Inspection Report Comments <br /> Notes: <br /> 1. The excavation and removal of debris occurred between December 17, 2025 and <br /> December 19, 2025. Due to poor weather conditions, the excavation is postponed until further <br /> notice. O'Connor Pipelines, contractor, will notify the LEA when work resumes. <br /> 2. Concrete was taken to a recycling center and wood waste was taken to North County <br /> Landfill. Receipts/ invoices for waste removal will be included with the final report. <br /> 3. A couple areas of ponding observed on the northwest portion of the property, below the <br /> slope. <br /> 4. Owner is currently working on vegetation control. The vegetation at the southern portion of <br /> the property is minimal but overgrown at the northern portion of the property. <br /> 5. If owners or potential buyers are contemplating any Post Closure Land Uses (PCLUs) for <br /> the site, please be advised that there are additional requirements pertaining thereto. Pursuant <br /> to the PCLU provisions of T27CCR, Section 21190, the PCLU Plan shall be submitted to the <br /> LEA, the Regional Water Quality Control Board (RWQCB), local air district and local land use <br /> agency for review and approval prior to commencing any construction or pre-construction <br /> activities for such PCLU. <br /> 6.
