The owner or operator shall monitor each well monthly for temperature. If a well exceeds 55 degrees Celsius, action <br />shall be initiated within 5 calendar days to correct the exceedance. Any attempted corrective measure shall not cause <br />exceedances of other operational or performance standards. If a landfill gas temperature less than 55 degrees Celsius <br />cannot be achieved within 15 days of the initial exceedance, the owner or operator shall conduct a root cause analysis <br />and correct the exceedance as soon as practicable, but no later than 60 days after the initial exceedance. If corrective <br />actions cannot be fully implemented within 60 days following the initial exceedance, the owner or operator shall also <br />conduct a corrective action analysis and develop an implementation schedule to complete the necessary corrective <br />action(s) as soon as practicable, but no more than 120 days following the initial exceedance. For corrective actions that <br />cannot be completed within 60 days of the initial exceedance, the owner or operator shall submit the root cause <br />analysis conducted, including a description of the recommended corrective action(s), the date for corrective action(s) <br />already completed, and, for action(s) not already completed, a schedule for implementation, including proposed <br />commencement and completion dates as part of the next annual report. If corrective action is expected to take longer <br />than 120 days to complete after the initial exceedance, the owner or operator shall submit the root cause analysis, <br />corrective action analysis, and corresponding implementation timeline to the APCO no later than 75 days after the <br />initial exceedance. [40 CFR 62.16720(a)(4) and 40 CFR 63.1960(a)(4)] Federally Enforceable Through Title V Permit <br />48. If the landfill gas temperature measured at the wellhead or at any point in the well is greater than 76.7 degrees Celsius <br />(170 degrees Fahrenheit) and the carbon monoxide concentration is greater than or equal to 1,000 ppmv the corrective <br />action(s) for the wellhead temperature standard shall be completed within 15 days of the exceedance. [40 CFR <br />63.1960(a)(4)(i)(D] Federally Enforceable Through Title V Permit <br />49. When landfill gas temperature measured at either the wellhead or at any point in the well is greater than or equal to <br />76.7 degrees Celsius (170 degrees Fahrenheit) and the carbon monoxide concentration is greater than or equal to 1,000 <br />ppmv then the operator shall report the date, time, well identifier, temperature and carbon monoxide reading to the <br />APCO via email within 24 hours of the measurement unless a higher operating temperature has been approved by the <br />APCO. [40 CFR 63.1981(k)] Federally Enforceable Through Title V Permit <br />50. Permittee shall monitor temperature of the landfill gas on a monthly basis as described in the conditions that reference <br />40 CFR 62.16720(a)(4) and condition that references 40 CFR 63.1960(a)(4) in this permit. The temperature measuring <br />device shall be calibrated annually using the procedure in Section 10.3 of EPA Method 2 of appendix A-1 to 40 CFR <br />Part 60. [40 CFR 62.16722(a)(3) and 40 CFR 63.1961(a)(3) and (4)] Federally Enforceable Through Title V Permit <br />51. Permittee shall initiate enhanced monitoring at each wellhead with a measurement of landfill gas temperature greater <br />than 62.8 degrees Celsius (145 degrees Fahrenheit). Enhanced monitoring shall consist of the following: (1) Visual <br />observations for subsurface oxidation events (smoke, smoldering ash, damage to well) within the radius of influence of <br />the well; (2) Oxygen concentration monitoring using a portable gas composition monitor or an oxygen meter as <br />provided in the conditions that reference 40 CFR 63.1961(a)(2) in this permit; (3) Landfill gas temperature monitoring <br />at the wellhead as provided in the condition that references 40 CFR 62.16722(a)(3) in this permit; (4) Landfill gas <br />temperature monitoring every 10 vertical feet of the well using a temperature measuring device as provided in the <br />condition that references 40 CFR 63.1961(a)(6) in this permit; (5) Methane concentration monitoring with a methane <br />meter using EPA Method 3C of appendix A-6 to 40 CFR Part 60, EPA Method 18 of appendix or a portable gas <br />composition analyzer provided that the analyzer is calibrated and meets all the quality assurance and quality control <br />requirements for EPA Method 3C or EPA Method 18; and (6) Carbon monoxide concentration monitoring as provided <br />in the condition that references 40 CFR 63.1961(a)(5)(vi) in this permit.
