Intermediate Cover <br />Intermediate cover consisting of at least 12 inches of soil will be placed on the surfaces <br />of the fill where no additional refuse will be placed within 180 days to control vectors, fires, <br />odors, blowing litter, and scavenging. <br /> <br />6.3.4. Winter Operations <br />The operator develops winter plans each year, including a winter pad, winter stockpile <br />area, and additional drainage control features. <br /> <br />6.4. Waste Handling <br />During daily operations, the active face is approximately 200 to 300 feet wide. Vehicles <br />are directed to an area approximately 50 feet from the toe of the active face and instructed to <br />unload. This unloading operation is monitored by landfill staff. After unloading, the vehicles <br />return to the scale house to be weighed. Unloaded waste is then pushed to, and upon the <br />active face. A solid waste compactor then compacts the waste. This process is repeated <br />throughout the day until the last loads are compacted. The active face is then covered with <br />daily cover soil or tarps (Section 7.2.1) before the landfill is closed for the day. <br /> <br />6.4.1. Public Health Design Parameters <br />The Foothill Landfill is operated using measures described in Section 7, “Environmental <br />Controls,” to minimize any nuisance created by the disposal of wastes; and to protect public <br />health and safety. Disposed waste is covered daily to minimize the harborage of flies, rodents <br />and other vectors. <br /> <br />6.4.2. Salvaging Activities <br />Most useful materials are removed at the transfer stations prior to delivery to the Landfill. <br />Inert materials, such as construction and demolition debris, are diverted to beneficial use. Other <br />materials salvaged include tires, display screens, appliances and white goods. <br /> <br />6.4.3. Volume Reduction
