Establish procedures and/or controls to
minimize spills and leaks;
Spill procedures and controls are identified in the
facility’s Spill Prevention Control and Countermeasure
Plan. Refer to Section 3.2 for more information.
San Joaquin County employs the following procedure for
spill response for surface spills or sheens:
1. Quickly identify the source and assess the situation.
2. Immediately contact the Landfill Operations
Manager and, if necessary, call 911.
3. Seal affected or potentially affected drains with
plastic.
4. Contain the spill and prevent it from reaching storm
drains by using available spill response equipment
and material if it is safe to do so.
5. Document the spill response and corrective action
and file a copy in the landfill scale house.
2. Develop and implement spill and leak
response procedures to prevent industrial
materials from discharging through the
storm water conveyance system. Spilled or
leaked industrial materials shall be cleaned
promptly and disposed of properly;
3. Identify and describe all necessary and
appropriate spill and leak response
equipment, location(s) of spill and leak
response equipment, and spill or leak
response equipment maintenance
procedures; and,
The facility maintains sufficient emergency response
equipment, including absorbents, shovels and brooms, to
respond to spills of oil and other hazardous materials and
to prevent such releases. The facility maintains an
inventory of the spill control equipment and conducts
routine inventory inspections. Below is a summary of a
typical equipment inventory, and the respective storage
locations.
Spill Control Kits: Spill control kits are located in the
active fill area near the AST as well as the storage
building, Scale House, and LFG Energy Plant. An
inspection card shall be posted with the kits and shall
require a review of the inventory list and their condition,
the date, name of the inspector, and pertinent
observations or deficiencies.
Additional Emergency Equipment: Additional
emergency equipment available in the active fill area near
the AST as well as the storage building, Scale House, and
LFG Energy Plant for use by personnel during an
emergency includes firefighting equipment, consisting of
carbon dioxide, and dry powder fire extinguishers located
