Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 53 <br />9.0 Inspections Overview <br />This section describes the inspections pertaining to storm water compliance issues. Refer to <br />Appendix D for a complete list of Industrial General Permit required inspections for the San <br />Joaquin County Foothill Landfill. <br />9.1 General Permit Required Inspections <br />Inspections are performed as required by the General Permit. Monthly visual observations are <br />performed on days with no precipitation during regularly scheduled operating hours. Sampling <br />and visual observations events are performed for every qualifying storm event (QSE) where <br />discharge occurs from at least one drainage area, preceded by 48 hours of no discharge from <br />any drainage area. If safe to do so, in accordance with General Permit section XI.C.6.a.ii, <br />sampling must be performed at every outfall with a discharge (which must occur within four <br />hours of start of QSE discharge, or within 12 hours if a discharge started before the start of <br />regularly scheduled business hours). A few exceptions to monitoring or monitoring reduction <br />opportunities may apply to this facility. Refer to the Monitoring and Implementation Plan for <br />more information. <br />Monthly visual observations are documented on Form 2 and kept on file in San Joaquin County <br />Foothill Landfill scale house. Sampling event visual observations are documented on Form 1 <br />and kept on file in the Solid Waste office. More information regarding General Permit <br />inspections can be found in the MIP. <br />The annual evaluation is performed (normally during the month of May) to visually inspect <br />every storm drain, outfall, and drainage area, along with any activities that occur in those areas. <br />This annual evaluation is documented on Form 3 and kept on file in the facility office. More <br />information regarding the annual evaluation can be found in Section 10.0. <br />
