Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 72 <br />13.1 Onsite Compliance Option <br />13.1.1 Onsite Compliance Option Requirements <br />The onsite compliance option allows facilities to install on-site BMP or BMPs that: <br />1. Capture and use, infiltrate into the ground, and/or through the process of <br />evapotranspiration 11 industrial storm water, and authorized non-storm water discharges <br />(NSWDs);12 <br />2. Capture and direct required storm water runoff volumes/rates 13 to: <br />A. A publicly owned sanitary sewer treatment facility. <br />B. An on-site facility for on-site use; and/or <br />C. A regional reclaimed water distribution system, or a combination of the two. <br />3. The facility will need written authorization from the publicly owned sanitary sewer <br />treatment facility or the regional reclaimed water distribution system agency that <br />specifically allows the runoff volume flow rates. <br />4. The captured and directed storm water and NSWDs are not authorized to discharge into <br />a municipal storm sewer system or receiving surface water body from the industrial <br />facility. <br />5. A California licensed civil engineer shall properly certify that all hydrologic analyses, <br />hydraulic calculations and BMPs operational parameters comply with General Permit <br />Attachment I, Section II.E and Attachment I Section IV.B. <br />6. The facility must ensure that groundwater is protected, as described in General Permit <br />Attachment I Sections IV.B and Attachment I IV.C. <br />13.1.1.1 BMP Requirements <br />The BMP or BMPs installed by the facility need to: <br />1. Maintain the effective capacity to capture, infiltrate and/or evapotranspire the volume <br />of runoff produced up to and during the 85th percentile 24-hour storm event based upon <br />local, historical precipitation data and records. <br />2. Be designed to capture, capture and direct, infiltrate, and/or evapotranspire drainage <br />from all areas associated with industrial activity at the facility for only the following <br />water sources. <br />A. Authorized sources listed in General Permit Section IV. <br />B. Industrial storm water; and <br />C. Non-industrial storm water run-on that commingles with the industrial storm water <br />flowing into the BMP or BMPs. <br />13.1.1.2 Onsite Compliance Option Additional Requirements <br />The BMP or BMPs must: <br /> <br />11 Evapotranspiration is the process of transferring moisture from the ground into the atmosphere by evaporation of water in combination <br />with transpiration (evaporation of water from plants) <br />12 see General Permit Attachment I. Section II <br />13 see General Permit Attachment I. Section II.E.1-2
