Foothill Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />MIP Page 8 <br />The monthly visual observations shall be conducted during daylight hours of scheduled <br />facility operating hours and on days without precipitation. These visual observations look <br />for any flows or puddles, stains, sludge, odors, or other abnormal conditions that would <br />indicate a non-storm water discharge from the outfall. If there is an indication of a non-storm <br />water discharge or an inadequate BMP, corrective action is taken to eliminate unauthorized <br />non-storm water discharges and inadequate BMPs. <br />The observations for authorized and non-authorized non-storm water are recorded on Form 2. <br />Copies of the forms are located in Appendix E. A copy of the observation data is included <br />with the annual report and the original forms are kept on file as described in SWPPP Section <br />11.0. <br />San Joaquin County must provide an explanation in the Annual Report for uncompleted <br />monthly visual observations. <br />3.2 Sampling Event Visual Observations <br />The General Permit requires observations of storm water discharges from the outfalls during <br />a Qualifying Storm Event (QSE), where precipitation has produced a discharge for at least <br />one drainage area. These observations must be made during daylight scheduled facility <br />operating hours and must be preceded by 48 hours of no discharge from any drainage area. <br />(Scheduled facility operating hours are Monday through Sunday from 7:00 AM to 5:00 PM, <br />excluding public holidays.) <br />Visual observations of storm water discharged from containment sources (e.g. secondary <br />containment or storage basins) are conducted simultaneously. <br />The facility must visually observe and record the presence or absence of the following <br />information on the storm water discharge observation form (Form 1): <br />x Floating and suspended materials. <br />x Oil and grease. <br />x Discolorations. <br />x Turbidity. <br />x Odors. <br />x Trash/debris; and <br />x Source(s) of any discharged pollutants. <br />If a discharge location is not visually observed during a sampling event, San Joaquin <br />County must make note of which locations were not observed and why, since an <br />explanation is required in the Annual Report for uncompleted sampling event visual <br />observations. All results of the visual observations are included with the annual report and <br />kept on file as described in SWPPP Section 11.0. <br />
