Foothill Sanitary Landfill Page 48 of 52 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 01/05/2026

Landfill staff periodically inspects the cover on filled modules for low spots that could
allow for ponding water and make repairs as necessary. LF-1 does not have a leachate
collection and recovery system. Module 1 and all future modules will include a leachate
collection and recovery systems (LCRSs).

Leachate in Module 1 drains by gravity to the sump located in the southeast corner of
the module, from which it is pumped either to the 10,000-gallon storage tank or returned to the
refuse over an approved liner in accordance with the WDRs. Leachate generated from Module 1
flows to a leachate sump from which it is pumped either to a storage tank or to infusion points
installed in the refuse filled areas in accordance with the WDRs.

Leachate from the storage tanks of future modules is ultimately returned back to the
waste in the same lined module in accordance with the regulations.

The public is not allowed to enter or be near any of the leachate control facilities of the
site. Site personnel monitor any breaches in security. Infusion points are designed and
installed away for active phase areas. Application of leachate directly to the refuse is away from
public access areas.
