Disposal Facility (Site) Inspection Report (52) <br /> Foothill Sanitary Landfill (39-AA-0004) <br /> 11/25/2025 <br /> Areas of Concern <br /> 27 CCR 21600 - Report of Disposal Site Information <br /> The Report of Disposal Site Information (RFI) (or Joint Technical Document) is <br /> currently out of date. The site operator changed to San Joaquin County Public Works <br /> effective 10-27-25. Title 27 CCR section 21630 requires the new operator to provide <br /> the LEA with an RFI amendment application and an updated JTD with the new <br /> operator information. <br /> Submit an updated JTD, RFI amendment application and processing fee to the LEA. <br /> Inspection Report Comments <br /> 1. First truck at active face after 7 am. <br /> 2. Site secure. Staff at scale house. Perimeter fence in good condition. <br /> 3. Access road was free of litter and no observed track out of mud. <br /> 4. Mulch was spread onto landfill slopes for erosion control. <br /> 5. Tarps and soil used for cover. <br /> 6. Personnel were observed wearing PPE. One spotter was directing traffic. Compactor and <br /> dozer in operation. <br /> 7. No birds observed at active face. <br /> 8. No dust due to moist soil conditions. No odor observed. <br /> 9. Some litter observed on-site. No litter observed off-site. Litter pickup crew was observed <br /> working on-site. <br /> 10. Landfill gas wells SG-121 and 122 were measured during the inspection. Less than 0.3% <br /> methane was found in all probes in both wells. <br /> 11. Daily occurrences log, daily tons, daily vehicle counts, training record and load check <br /> record documents were reviewed and are up to date. <br /> 12. Received Operator Change form from San Joaquin County on October 17. Updated <br /> permit cover page and submitted to CalRecycle on October 20. <br /> 13. New operator, San Joaquin County, has provided new operator affidavit per T27 section <br /> 21630(b). <br /> 14. New operator, San Joaquin County, has not provided RFI amendment application and <br /> JTD update for the new operator per T27 section 21630(b).
