Disposal Facility (Site) Inspection Report (52) <br /> Foothill Sanitary Landfill (39-AA-0004) <br /> 2/19/2026 <br /> the active face. Cover the disposed solid waste with a minimum of six inches of <br /> compacted earthen material or ADC tarp at the end of operating day. The facility was <br /> impacted by heavy rain and high winds during the inspection. <br /> 27 CCR 20650 - Grading of Fill Surfaces <br /> An erosion channel was observed on the south slope of the landfill. A crew was making <br /> repairs during the inspection and no exposed waste was observed. Maintain the <br /> drainage system to: <br /> (1) ensure integrity of roads, structures, and gas monitoring and control systems; <br /> (2) prevent safety hazards; and <br /> (3) prevent exposure of waste. <br /> Inspection Report Comments <br /> 1. First truck at active face after 7 am. <br /> 2. Site secure. Staff at scale house. Perimeter fence in good condition. <br /> 3. Access road was free of litter and no observed track out of mud. <br /> 4. Mulch was spread onto landfill slopes for erosion control. <br /> 5. Tarps and soil used for cover. <br /> 6. Personnel were observed wearing PPE. One spotter was directing traffic. Compactor and <br /> dozer in operation for spreading and compacting of solid waste. <br /> 7. No dust due to moist soil conditions. No odor observed. <br /> 8. Landfill gas wells were not measured today due to heavy rain and high winds. <br /> 9. Daily occurrences log, daily tons, daily vehicle counts, training record and load check <br /> record documents were reviewed and are up to date. <br /> 10. Clear and adequate signage on the approaching road and at the landfill. <br /> 11. All white goods and mattresses have been removed from the site and are no longer <br /> accepted. <br /> 12.
