$ANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Large Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> VESTIS SERVICES LLC 17679 LONGEST, STOCKTON July 01, 2025 <br /> 63 CA Code of Regulations 66265.33 3030035 -Tests and maintains all required safety equipment at the facility <br /> OBSERVATION: Secondary containment was observed not maintained. <br /> -The secondary containment pallet under the 55-gallon waste drum in the wastewater treatment area was observed to <br /> contain oily liquid and debris. <br /> -The secondary containment pallets under the 5-gallon waste buckets and 55-gallon waste drums the oil storage area <br /> were observed to contain oily liquid. <br /> REGULATION GUIDANCE: All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment pallets in the wastewater treatment area and the oil storage <br /> area into proper working order by removing the liquid and debris in the secondary containment and placing in the proper <br /> waste container. Provide a corrective action statement to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> This is a (Class 2)Violation. <br /> 65 CA Code of Regulations 66265.31 3030031 - Maintains and operates the facility to minimize the possibility of <br /> fire/explosion/release <br /> OBSERVATION: Pooled hydraulic fluid surrounded by white rags was observed on the floor around one of the dryers. <br /> Maintenance Manager David Wright stated that the leak started approximately three hours earlier. He stated that they <br /> typically cleanup minor spills/releases using rags they can then launder themselves at the facility. He stated that it hadn't <br /> been cleaned up yet because facility personnel were busy working to make up for the lost hours over the holiday <br /> weekend. David was unable to delegate anyone to address the leak. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br /> constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately fix leaks and cleanup spills. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste.
