Any individual performing UST system installation or repairs, excluding release detection <br /> equipment, must: <br /> • Possess or be employed by a person who possesses all applicable licenses and <br /> certifications required by the Contractors State License Board (CSLB); and <br /> • Possess or work under the direct and personal supervision of an individual physically present <br /> at the work site at all times while work is being performed who possesses a current UST <br /> Installation/Retrofitting certificate issued by the International Code Council (ICC); and <br /> • Possess a valid, current certificate of training issued by the manufacturer(s) of the <br /> component(s) being installed or repaired. <br /> 6. Any individual performing installations or repairs of UST system components that do not require <br /> excavation or backfill must: <br /> • Possess or be employed by a person who possesses all applicable licenses and <br /> certifications required by the CSLB; and <br /> • Possess or work under the direct and personal supervision of a service technician physically <br /> present at the work site at all times while work is being performed who possesses a current <br /> California UST Service Technician certificate issued by the ICC; and <br /> • Possess a valid, current certificate of training issued by the manufacturer(s) of the <br /> component(s) being installed or repaired or the test equipment being used. <br /> 7. Integrity testing must be performed after installation, replacement, or repair of underground <br /> storage tank primary containment components requiring excavation to access. Integrity testing <br /> must be performed prior to the system becoming operational. <br /> 8. Secondary containment must be tested for tightness upon installation and at least once every <br /> 36 months by a properly qualified service technician. Testing of piping secondary containment <br /> must include verification of continuity between the most distant points in the zone to the extent <br /> practical as approved by EHD. <br /> 9. Release detection equipment must be tested upon installation and at least once every 12 <br /> months for operating condition, programming, and calibration by a properly qualified service <br /> technician. <br /> 10. The tank owner or operator must submit completed test results for integrity testing, <br /> secondary containment testing, and release detection equipment testing within 30 days <br /> of performing the tests. These results can be submitted by email to ust(cDsjgov.org or by <br /> uploading to CERS. <br /> 11. If the removed backfill material and soil is found to be contaminated it must be disposed of at <br /> an approved disposal location. A complete hazardous waste determination must be made in <br /> accordance with CCR Title 22 regulations prior to disposal. Treatment of soil on site can only <br /> be performed under a hazardous waste treatment permit. <br /> 12. Any compactable material imported onto the site for the purpose of backfilling must be clean <br /> compactable backfill. <br /> 13. The discovery of any released hazardous substance at the site of the UST(s) or in the <br /> surrounding area, including the presence of free product or vapors, must be recorded in <br /> on site records and reported to the EHD in accordance with CCR Title 23 Article 7 <br /> release reporting requirements within 24 hours after an unauthorized release or <br /> condition has been detected, or should have been detected. <br /> 3 of 4 <br />
