Stantec Consulting Services Inc. (Stantec) submitted the Work Plan
on your behalf for the four underground storage tank (UST) petroleum release cases
which comprise the Stockton Charter Way Commingled Plume (CP0057; Site):
• Chevron Station #9-2033 (Chevron) at 508 West Charter Way,
• ARCO #2168 (ARCO) at 441 West Charter Way,
• Colombo/Toscana at 1444 South Lincoln Street, and
• Former Texaco Station (Texaco) at 440 West Charter Way.
In the Work Plan, Stantec proposes two shallow soil borings on the ARCO property to
provide additional data for evaluation of Site conditions against Direct Contract and
Outdoor Air Exposure criteria of the Low-Threat UST Case Closure Policy (LTCP). On
included figures, Stantec depicts the revised locations of previously approved off-Site
downgradient delineation wells, the installation of which has been delayed by off-Site
access issues. Stantec also proposes changes to the groundwater monitoring schedule
for specific Site wells.
Central Valley Water Board staff has the following comments:
1. Stantec proposes to advance two borings in order to confirm post-remediation
shallow soil concentrations in areas where concentrations previously exceeded
MARK BRADFORD, CHAIR I PATRICK PULUPA, EsQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
