• Blast Countdown Suspension <br />10.1.7. Outline general emergency plans that shall be used in the event of an accident <br />or other unplanned event. <br />10.1.8. Review procedures for handling misfires. <br />10.2. Clearing And Guarding Procedures: <br />The blaster -in -charge shall <br />10.2.1. The Blaster -In -Charge shall coordinate blasts, with all concerned parties, on <br />an approved blasting schedule. <br />10.2.2. A tagout procedure will be used to ensure no persons are underground when <br />blasts occur. A safe area around the shaft collar or tunnel portal will be <br />established, cleared and secured. <br />10.2.3. When the area is secure, a primary initiating device shall be connected to the <br />shot approximately five minutes before the scheduled blasting time. <br />10.2.4. The blaster -in -charge shall then have the five-minute blast warning signal <br />given to warn all in the area that a blast is impending. <br />10.2.5. Four minutes later, the one minute blast warning signal shall be given if all <br />persons, including the shot -initiator, are in a safe location and all guards <br />confirm that the blast area is still secure. <br />10.2.6. At blast time, if the blast area is secure, the blaster -in -charge shall fire or <br />instruct the designated shot firer to fire the blast. <br />10.2.7. After post blast fumes have dissipated as verified by the Blaster -In -Charge by <br />visually checking for fume cloud. The blaster -in -charge shall inspect the shot <br />area. This examination shall look for: <br />• Dangerous rock conditions <br />• The presence of undetonated explosives and/or initiators <br />• Abnormal blast conditions and any other hazards <br />10.2.8. If misfires or other hazards are present, the blaster -in -charge shall supervise <br />the removal of the hazard by the most appropriate means available. <br />10.2.9. When the area is clear of hazards the blaster -in -charge shall give the all clear <br />signal allowing work to resume in the area. <br />Page 8 <br />
