Foothill Sanitary Landfill Page 20 of 52 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 12/04/2025

This estimate includes the effect of capillary rise, which is dependent upon the pore size
of the soil. Gravel and sand/sandstone are the predominant soil types at that elevation
(Appendix E). The sandstone is described as weakly or moderately cemented so the pore size
would be smaller than that of clean sand, but likely not as small as the pore size of clay.

Based on the information given, the maximum capillary rise at the site is estimated to be
3.25 feet.

5.3.8. Service Area
The facility receives refuse from the Tracy Materials Recovery Facility which
receives refuse from the City of Tracy, and from the Lovelace Transfer Station, which
itself receives refuse from commercial and self-haul customers from the cities of
Manteca, Stockton, and the surrounding areas within the county.

5.3.9. Entrance Features
The main entrance road is pavedand currently extends from Waverly Road to the
scale house. All customers enter and exit by this road, minimizing tracking-out of soil
that may temporarily adhere to the tires of refuse vehicles.

5.3.10. Use by Transfer Vehicles
The active face is maintained to allow disposal by the transfer vehicles at the
active face, with sufficient area for these trucks to maneuver.

5.3.11. Use by General Public (Self-Haul)
Design and operation of the landfill accommodates use by the general public.
All-weather roads to the active face are maintained in condition to accommodate smaller
vehicles driven by the public. Loads are weighed at the scale house and initial load
checking is performed.Self-haulers are then directed to the active face. Spotters at the
active face perform secondary load checking and direct the self-haul customers to dump
in the tipping area, away from the transfer vehicles.

5.4. Cover
