This soil contains seeds
of the grasses that are successful in that climate, and nutrients for vegetative growth. When
vegetative soils are unavailable onsite, other methods such as hydro seeding and hand seeding
are used to fill in areas of low growth.

The temporary run-on controls for the fill and excavation areas are accomplished by the
design of the active face tipping areas and the method of daily operation. The design directs
surface water in the fill area such that it can be controlled. A berm is placed at the down
gradient edge of the daily cell to collect surface water that might run off the exposed waste.

7.7. Litter Control
Litter is controlled by the use of temporary fences downwind of the working face and a
permanent fence along the site perimeter. All fencing, operational area, and the site in general,
are monitored daily for accumulated litter. The stretch of Waverly Road fronting the landfill is
also monitored for litter regularly. Litter is removed as soon as possible by site staff. If
necessary, Foothill Landfill hires local contractors to remove litter.

7.8. Noise Control
Noise is controlled as needed to meet the County Noise Ordinance, which limits the
noise received at residences beyond the property boundary. Noise levels from site equipment
and operations are controlled by proper maintenance of mufflers and construction of berms
around portions of the site. The landfill is not near any residences (except the operator’s on-site
residence) so the potential for noise nuisance is minimal.

7.9. Traffic Control
Landfill traffic enters the site via the entrance road from Waverly Road. Signs direct
traffic through the scales to the active area (Figure 14).

The unloading area is at the active face of the landfill. Transfer vehicles, packer trucks,
and public vehicles are directed by a traffic spotter at the unloading area. The transfer and
packer trucks discharge their contents using hydraulic rams and traveling beds. The public
vehicles are directed to the designated unloading area at the active face. For safety reasons,
