This soil contains seeds <br />of the grasses that are successful in that climate, and nutrients for vegetative growth. When <br />vegetative soils are unavailable onsite, other methods such as hydro seeding and hand seeding <br />are used to fill in areas of low growth. <br /> <br />The temporary run-on controls for the fill and excavation areas are accomplished by the <br />design of the active face tipping areas and the method of daily operation. The design directs <br />surface water in the fill area such that it can be controlled. A berm is placed at the down <br />gradient edge of the daily cell to collect surface water that might run off the exposed waste. <br /> <br />7.7. Litter Control <br />Litter is controlled by the use of temporary fences downwind of the working face and a <br />permanent fence along the site perimeter. All fencing, operational area, and the site in general, <br />are monitored daily for accumulated litter. The stretch of Waverly Road fronting the landfill is <br />also monitored for litter regularly. Litter is removed as soon as possible by site staff. If <br />necessary, Foothill Landfill hires local contractors to remove litter. <br /> <br />7.8. Noise Control <br />Noise is controlled as needed to meet the County Noise Ordinance, which limits the <br />noise received at residences beyond the property boundary. Noise levels from site equipment <br />and operations are controlled by proper maintenance of mufflers and construction of berms <br />around portions of the site. The landfill is not near any residences (except the operator’s on-site <br />residence) so the potential for noise nuisance is minimal. <br /> <br />7.9. Traffic Control <br />Landfill traffic enters the site via the entrance road from Waverly Road. Signs direct <br />traffic through the scales to the active area (Figure 14). <br /> <br />The unloading area is at the active face of the landfill. Transfer vehicles, packer trucks, <br />and public vehicles are directed by a traffic spotter at the unloading area. The transfer and <br />packer trucks discharge their contents using hydraulic rams and traveling beds. The public <br />vehicles are directed to the designated unloading area at the active face.
