Parmar Texaco - 2 - 14 September 2023
Proposed monitoring well PT-MW10 will not be drilled until an encroachment
permit is obtained from the City of Lodi (City). Please notify Staff when the City
encroachment permit is received and provide a schedule for drilling this well at
least two weeks prior to installation.
® Proposed borings PT-MW11 and PT-MW12 will not be drilled "until the new
groundwater sampling results from the well network are obtained from the next
groundwater monitoring and sampling event." Muir proposes to conduct a
groundwater sampling event in November 2023.
To reduce the cost of routine groundwater monitoring and reduce unnecessary work,
Staff requests that you please reduce the frequency of groundwater monitoring events
to a semiannual basis, with monitoring events occurring during the second and fourth
quarters of each calendar year. Please report second quarter monitoring results by
1 August and fourth quarter monitoring results by 1 February. To clarify the monitoring
schedule, please implement the following:
o Semiannual: PT-MW-1, PT-MW-3, PT-MW-6, PT-MW-8, PT-MW-9,
PT-SVE-1, PT-SVE-2
o Annual (fourth quarter only): PT-MW-7
o Semiannual (water level measurement only): PT-MW-2, PT-MW-4,
PT-MW-5
By 24 November 2023, please complete the work proposed in the Workplan Memo and
submit a detailed summary report. In this report, please evaluate site conditions against
the State Water Board's UST Low-Threat Case Closure Policy criteria and propose a
path forward to close this case, which may include additional investigation, remediation,
or case closure.
By 1 February 2024, please submit a semiannual monitoring report for the fourth
quarter of 2023.
