Box 1692 2151 Country Club Blvd
Manteca, CA 95336 Stockton, CA 95204
REQUEST FOR DEDICATED BIO-SPARGE WELL WORK PLAN,
BOULEVARD AUTOMOTIVE, 2151 COUNTRY CLUB BOULEVARD, STOCKTON,
SAN JOAQUIN COUNTY, LUST CASE #390044, GLOBAL ID #T0607700030
Central Valley Water Board staff reviewed the Work Plan for Bio-sparge Feasibility
Testing (Work Plan) dated 14 July 2023. Frey Environmental Inc. (Frey) submitted this
document on your behalf for the Boulevard Automotive underground storage tank (UST)
petroleum release case at 2151 Country Club Boulevard in Stockton (Site). In the Work
Plan, Frey proposes to conduct a 5-day bio-sparge pilot test to evaluate the feasibility of
bio-sparge remediation at the Site.
Central Valley Water Board staff has the following comments:
1. Frey proposes to use existing monitoring wells MW-15 and MW-16 as bio-sparge
injection wells. Central Valley Water Board staff concurs with the use of MW-15
as a bio-sparge well, but not with MW-16. Frey refers to monitoring wells used
for the purpose of monitoring remedial progress as observation wells. The wells
proposed to be used as intermediate water zone observation wells are
sufficiently close to MW-15 to allow for the use of MW-15 as a bio-sparge well.
However, due to a lack of close surrounding observation wells in the deep water
zone, staff recommends a dedicated bio-sparge well within 30ft of MW-16, with
MW-16 to be used as an observation well. Staff requests a work plan for the
installation of a dedicated deep zone bio-sparge well. Table 1 at the end of this
document presents the distance between bio-sparge and remediation monitoring
wells.
2. Frey proposes to monitor various remediation parameters in the two bio-sparge
wells and in observation wells IW-2, IW-4, IW-6, MW-10C, MW-11 C, and MW-18.
In order to provide intermediate zone monitoring north of MW-15, Central Valley
Water Board staff requests that you also utilize well MW-26 as an observation
well. Staff also requests that you monitor the requested dedicated deep zone
bio-sparge well.
MARK BRADFORD, CHAIR I PATRICK PULUPA, ESQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
