Remp-dial Action Plan June 14, 2017 <br /> ' Project#Z054000052 Page 1 <br /> 1.0 INTRODUCTION <br /> On behalf of Phillips 66 Company (Phillips 66), ATC Group Services LLC (ATC) has prepared this work plan to <br /> perform remediation activities at Former Thrifty Oil Co. Station No. 172 (Phillips 66 Site No. 5449), located at <br /> 7647 Pacific Avenue, Stockton, California (Figures 1 and 2). This work plan was requested by the Central <br /> Valley Regional Water Quality Control Board in correspondence dated March 9, 2017 (Appendix A). The <br /> proposed scope of work includes the installation of three shallow and three deep air sparge wells, and the <br /> installation and operation of a soil vapor extraction and air sparge system. <br /> Phillips 66 has completed a legal agreement with Thrifty Oil Company (Thrifty) to assume environmental <br /> management responsibilities including groundwater monitoring and remediation system operation, effective <br /> April 7, 2010 through No Further Action. The Regional Water Control Board (RWQCB) has been informed of <br /> this transition, and has indicated that there are no Unauthorized Release Reports listing Phillips 66 at this <br /> location, and that the RWQCB must continue to consider Thrifty as a responsible party of record and will <br /> include them on outgoing correspondence. However, by means of the agreements between the two <br /> companies, Phillip 66 will be responding to agency directives for this site. <br />
