Remedial Action Plan June 14, 2017 <br /> Project#Z054000052 Page 8 <br /> clear (up to a maximum of 10 casing volumes of water from the well). <br /> Soil cuttings and purge/rinseate water generated during well installation activities will temporarily be stored <br /> on-site in California DOT approved 55-gallon steel drums pending characterization and disposal. The <br /> drums will then be removed by a licensed contractor to an approved disposal facility. <br /> Trenching and Piping Installation. Conveyance piping will consist of two inch diameter schedule 40 PVC <br /> Vapor Extraction piping and one inch diameter schedule 80 Air Sparge piping. Piping will be installed in <br /> short trenching runs from each well to the existing remediation compound. The pipe will be bedded in <br /> clean sand, with a minimum of 2 inches of sand all around the installed pipe. The trench will be backfilled <br /> with a minimum depth of 18 inches using one sack AB slurry. Trenches will be finished in kind, either <br /> concrete or asphalt paving, as encountered. <br /> SVE Installation. Three existing soil vapor wells (SVE-1 SVE-2 and SVE-3) will be connected to a new <br /> vapor extraction manifold using schedule 40 PVC pipe and fittings. A new vapor extraction manifold will be <br /> constructed and connected to a used 250 THERMCAT catalytic/thermal oxidizer manufactured by Mako <br /> Industries. The remediation system is optimized to run at a temperature of 14001 Fahrenheit (F) and a total <br /> flow up to 250 cubic feet per minute (cfm). The system is safeguarded to shut down if it reaches a <br /> temperature below 1200' F in accordance with San Joaquin Valley Air Pollution Control District (SJVAPCD) <br /> requirements. The remediation system also has a safeguard from overheating, exceeding a temperature of <br /> 18000 F. The system can automatically open a dilution valve and reduce the intake of petroleum <br /> hydrocarbon vapors, decreasing the amount of combustion in the oxidizer. <br /> SVE Operation. Process and Instrumentation Diagram shown on Figure 10.The Soil Vapor remediation <br /> system operates by extracting petroleum hydrocarbons from the soil vapor extraction wells (SVE-1, SVE-2 <br /> and SVE-3). The vapors are forced through a combustion chamber operating in either thermal or catalytic <br /> mode. The heated vapors are oxidized, forming carbon dioxide and water vapor, which is discharged <br /> through the exhaust stack to the atmosphere under a proposed SJVAPCD Permit to Operate. Hydrocarbon <br /> influent and effluent concentrations and equipment operating conditions (process temperatures, vapor flow <br /> rate, inlet vacuum, run time) will be measured, initially once per week. The frequency of these <br /> measurements may be reduced after the system stabilizes. Influent and effluent vapor samples for <br /> laboratory analysis will be collected initially at startup and monthly thereafter. <br /> AS Installation. Seven AS wells (AS-1 through AS-7) will be connected through a new air sparge manifold <br /> to a new Ingersoll Rand UP6-10TAS-125 Rotary Screw air compressor with 1-inch diameter galvanized <br /> steel pipe. <br /> AS Operation. Process and Instrumentation Diagram shown on Figure 10. When operational the air <br /> sparge system will inject compressed air into sparge wells AS-1 through AS-7 at pressures, flow rates and <br /> schedule that improve the performance of the vapor extraction system and promote biodegradation <br /> (typically 5 to 10 psi and 10 to 20 cfm at other similar sites). <br /> Remediation system design details are depicted on Figures 4 through 9. <br /> Soil and Water Disposal. Soil cuttings and waste water generated during the installation activities will be <br /> temporarily stored in DOT-approved 55-gallon drums pending transport and disposal. A licensed disposal <br /> contractor will transport the drums to an appropriate disposal or treatment facility. <br /> Reporting. Following the installation of the proposed air sparge wells, the SVE, and AS systems ATC will <br /> submit a report documenting the completion of this scope.
