Here <br /> are the details so far as we understood them then: <br /> The subject waste was wastewater treatment sludge from the Kirkwood Meadows Public <br /> Utility District(PUD). The PUD has been sending its wastewater treatment sludge to the <br /> Forward landfill since 2008. The waste profile for this material indicates that it is non- <br /> hazardous, and prior analytical reports received by our Special Waste team have verified that <br /> the sludge has consistently been non-hazardous.Although not yet required by our periodic <br /> profile review procedures, on February 23, 2026,the PUD took an early sample of sludge <br /> Loaded in a bin provided by a Republic Services affiliate. We are informed that the PUD <br /> received a copy of the lab report(attached) on March 10th, but the report was not provided by <br /> the PUD to our company and sent to our Special Waste review Team until this Monday,April <br /> 6th.The lab report was reviewed by our Special Waste review team yesterday and rejected <br /> because it showed the presence of mercury at 36 mg/kg,which is above hazardous waste <br /> levels. Please see the attached lab report provided by the PUD. Previous lab reports for this <br /> sludge from the PUD have either been non-detect for mercury or mercury levels have been <br /> very low. <br /> Upon reviewing the analysis on 4/7/2026,we confirmed that no waste was being disposed of in <br /> the area where the sludge was deposited.The landfill's practice,which was followed here, is <br /> to spread the sludge over the working face and then cover it with dry MSW.This particular area <br /> was no longer being used for the disposal of waste when the analytical was reviewed by our <br /> Special Waste team, but we have nevertheless cordoned off this area to prevent the <br /> inadvertent disposal of any additional waste in this area. Please see attached photographs. <br /> We obtained an activity report to determine what sludge deliveries had been received at the <br /> landfill since the sample was taken on February 23rd. Our records show that Forward has <br /> received two loads of sludge in 20-40 yard bins provided by our affiliate—one with 9.66 tons of <br /> sludge on March 5, 2026, and a second with 8.39 tons on March 25, 2026. Both loads were <br /> disposed of as described above in the area that we have cordoned off. It is important to note <br /> that the subject lab report had not been provided to us by the PUD at the time of Forward's <br /> receipt of these two loads of sludge. <br /> We notified the PUD that their waste profile is suspended until further notice and Forward will <br /> not receive any additional sludge from the PUD until this issue has been resolved.We have <br /> instructed the PUD to contact the laboratory to verify that the concentration of mercury is <br /> correct.We are currently awaiting a response from the PUD and the laboratory. <br />
