Quarterly Monitoring Report— First Quarter 2026 <br /> Introduction <br /> This report presents water quality monitoring data generated during first quarter 2026 at the Forward, Inc. <br /> (Forward) Landfill, located at 9999 South Austin Road in San Joaquin County, California (Site). Arcadis U.S., Inc. <br /> (Arcadis) has prepared this report on behalf of Forward. Water quality monitoring was performed in accordance <br /> with the Monitoring and Reporting Program (MRP) specified in the Forward Landfill Waste Discharge <br /> Requirements (WDRs) set forth in the Central Valley Regional Water Quality Control Board (RWQCB) Order No. <br /> R5-2024-0002 (RWQCB 2024). The WDR and MRP Order No. R5-2024-0002 (superseding Order No. R5-2014- <br /> 0006 [RWQCB 2014])was finalized on February 16, 2024, and reporting under this MRP began with the second <br /> quarter 2024 monitoring report (Arcadis 2024). <br /> Detection Monitoring Program Results <br /> This section provides the water quality monitoring results for first quarter 2026. Figures 1 through 7 show the <br /> various monitoring networks stipulated by the MRP. Each of the following subsections addresses the <br /> requirements stated in Section B of the MRP (RWQCB 2024). <br /> 2.1 Groundwater Monitoring <br /> This section describes the groundwater monitoring network at the Site, monitoring activities completed during first <br /> quarter 2026, and monitoring results. Groundwater monitoring is conducted in accordance with MRP Section B.1 <br /> (RWQCB 2024). <br /> 2.1.1 Monitoring Network <br /> The groundwater monitoring network at the Site currently includes 109 groundwater monitoring wells, three <br /> domestic wells, and three piezometers (Figure 1). Table 1 summarizes the wells in the groundwater monitoring <br /> network along with the well's associated program and construction details. For the dual-nested well pairs, the "B" <br /> piezometers are sampled only if the associated "A" well is dry. The groundwater monitoring network in the MRP <br /> includes 98 groundwater monitoring wells (including five dual-nested well pairs designated as "A"for shallow and <br /> "B"for deep), three domestic wells, and three piezometers (RWQCB 2024). A summary of the MRP discrepancies <br /> is provided below: <br /> • Groundwater monitoring well AMW-54 was abandoned in first quarter 2025 (Arcadis 2025a) and, therefore, <br /> will no longer be sampled. <br /> • Eight groundwater monitoring wells were installed after the issuance of the MRP (AMW-54R, AMW-60S, <br /> AMW-60M, AMW-61 M, AMW-61 S, AMW-62, AMW-63, and AMW-64) and were added to the groundwater <br /> monitoring network. <br /> • Four offsite monitoring wells (7833-MW-01 through 7833-MW-04) are monitored quarterly. <br /> • Groundwater monitoring well AMW-10 was abandoned in 2018 and is no longer included in the monitoring <br /> program (Geo-Logic Associates, 2018).
