SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> EXPRESS FUEL & MART 1701 E DR MARTIN LUTHER KING JR BLVD, STO June 10, 2026 <br /> 38 23 CCR 16 2613(c)(10) and (13) 2011003- Records of release detection monitoring and maintenance properly <br /> maintained for 36 months (TCR 9d) <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> -The 6/20/24 repair Monitoring System Certification test results <br /> -The 11/30/23 repair Monitoring System Certification test results <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. <br /> This is a Repeat(Class 2)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. <br /> -The following were not available for review at the time of inspection: installation test results, manufacturer checklists <br /> and manuals, tank calibration charts (overfill charts), and as-built drawings. <br /> REGULATION GUIDANCE: 2613(e)The following records must be maintained by the owner or operator on site, or off <br /> site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage <br /> tank system: (1) Installation records including, but not limited to: (A) Installation test results; (B) Manufacturer checklists <br /> and manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity <br /> certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> 44 23 CCR 16 2643(c) and (d); HSC 6.7 25288 2031031 - Facility has corrected all previously cited violations <br /> OBSERVATION: Owner/Operator did not correct violations cited in the inspection report within 30 days of receiving an <br /> inspection report from either the UPA or special inspector. <br /> -An inspection was last done on 6/11/25 and an inspection report was issued identifying information to be submitted to <br /> bring this site into compliance. This information was required to be submitted by 7/11/25. This information has not been <br /> fully received resulting in a non-compliant status for this facility. <br /> REGULATION GUIDANCE: (c) For each minor violation issued by the Unified Program Agency or the Board, the owner <br /> or operator must correct the violation in accordance with section 25404.1.2 of the Health and Safety Code.
