CP26 - UST FULL Inspection Report Facility Name: Facility Address: Date: Top Gas Cor 12057 S EL DORADO ST, STOCKTON June 9, 2026 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR-Notice to Comply) Item# Remarks 1 23 CCR 16 2691(b)-(f); HSC 6.7 25284 and 25287 2011010 - Facility obtained valid Permit to Operate from the UPA, complies with requirements and has paid fees OBSERVATION: Owner/Operator failed to obtain and/or retain a valid permit to operate from the UPA, and/or failed to comply with one or more permit requirements, and/or failed to pay permit fees. -A current copy of the Monitoring Plan, Monitoring Site Plan (Map), and the Response Plan were not found on site. REGULATION GUIDANCE: A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. CORRECTIVE ACTION: If Owner/Operator has not obtained a valid permit to operate, or if the permit to operate has expired, a complete application to obtain a current permit to operate must be submitted to the UPA for approval. If facility is not in compliance with one or more requirements of the permit to operate, owner/operator must submit documentation of compliance. All unpaid permit fees must be paid. All applicable violations must be corrected within 30 days. This is a (Minor)Violation. 4 23 CCR 16 2613(a)(4) and (b), 2650(a), (c), and (e) 2011012 - Facility has submitted and maintains a monitoring site plan OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. -The monitoring site plan was not drawn to scale (include a visual scale or a scale bar). REGULATION GUIDANCE: 2650(c) Owners or operators must submit a monitoring site plan for approval by the Unified Program Agency. The monitoring site plan must include, but is not limited to, the following: (1) a scaled diagram indicating the layout of the tank(s) and piping to the extent known, including containment sumps. (2) locations of all release detection equipment; and (3) if applicable, each vacuum, pressure, or hydrostatic interstitial monitoring zone. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. Maintain a copy onsite for review. This is a (Minor)Violation. 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of UST OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. -The following were not available for review at the time of inspection: installation test results, manufacturer checklists and manuals, tank calibration charts, and as-built drawings. REGULATION GUIDANCE: 2613(e)The following records must be maintained by the owner or operator on site, or off site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage tank system: (1) Installation records including, but not limited to: (A) Installation test results; (B) Manufacturer checklists and manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 days. This is a (Minor)Violation.
