SANAOAQUIN Environmental Health Department <br /> —COUNTY <br /> -'ness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Top Gas Cor 12057 S EL DORADO ST, STOCKTON June 9, 2026 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 1 23 CCR 16 2691(b)-(f); HSC 6.7 25284 and 25287 2011010 - Facility obtained valid Permit to Operate from the UPA, <br /> complies with requirements and has paid fees <br /> OBSERVATION: Owner/Operator failed to obtain and/or retain a valid permit to operate from the UPA, and/or failed to <br /> comply with one or more permit requirements, and/or failed to pay permit fees. <br /> -A current copy of the Monitoring Plan, Monitoring Site Plan (Map), and the Response Plan were not found on site. <br /> REGULATION GUIDANCE: A copy of the UST operating permit and all attachments and conditions shall be retained at <br /> the facility. <br /> CORRECTIVE ACTION: If Owner/Operator has not obtained a valid permit to operate, or if the permit to operate has <br /> expired, a complete application to obtain a current permit to operate must be submitted to the UPA for approval. If facility <br /> is not in compliance with one or more requirements of the permit to operate, owner/operator must submit documentation <br /> of compliance. All unpaid permit fees must be paid. All applicable violations must be corrected within 30 days. <br /> This is a (Minor)Violation. <br /> 4 23 CCR 16 2613(a)(4) and (b), 2650(a), (c), and (e) 2011012 - Facility has submitted and maintains a monitoring site <br /> plan <br /> OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. <br /> -The monitoring site plan was not drawn to scale (include a visual scale or a scale bar). <br /> REGULATION GUIDANCE: 2650(c) Owners or operators must submit a monitoring site plan for approval by the Unified <br /> Program Agency. The monitoring site plan must include, but is not limited to, the following: (1) a scaled diagram <br /> indicating the layout of the tank(s) and piping to the extent known, including containment sumps. (2) locations of all <br /> release detection equipment; and (3) if applicable, each vacuum, pressure, or hydrostatic interstitial monitoring zone. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. Maintain a copy onsite for review. <br /> This is a (Minor)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. <br /> -The following were not available for review at the time of inspection: installation test results, manufacturer checklists <br /> and manuals, tank calibration charts, and as-built drawings. <br /> REGULATION GUIDANCE: 2613(e)The following records must be maintained by the owner or operator on site, or off <br /> site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage <br /> tank system: (1) Installation records including, but not limited to: (A) Installation test results; (B) Manufacturer checklists <br /> and manuals; and (C)As-built drawings.
