Your CAR certificate, which is valid for three years from the approval date, is enclosed. After reviewing and approving a CAR application for conformance with section 25211.4 of the Health and Safety Code, DTSC is required to transmit all application documents to the Certified Unified Program Agency (CUPA) in whose jurisdiction your business is located. The CUPA is required to inspect your facility "as soon as is practicable" to determine whether you are capable of properly removing and managing all Materials that Require Special Handling (MRSH) from major appliances (Health &Saf. Code § 25211.4(d)). The statute requires the CUPA to consider, among other things, the working condition of your equipment, the technical ability of your employees, and your facility's compliance with existing law (Health &Saf. Code � 25211 et seq., and Pub. Resources Code § 42160 et seq.).
