OBSERVATION:The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System (CERS)annually by the due date, January 15. The business plan was not submitted annually by the due date .The facility did not submit a business plan for 2022 and 2023 year by the due date. REGULATION GUIDANCE:The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year Corrected on-site. Business hired Resource Compliance to help with the annual submittal. The 2025 submittal was made on-time. This is(Minor)Violation. 14 CA Health and Safety Code 25505(a)(4) 1020002-Provided initial and annual training and maintained training records for a minimum of three years. OBSERVATION: Employees training records for the last three years were not available during the inspection. REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive initial and annual refresher training.All employees shall be trained in safety procedures in the event of a release or threatened release of a hazardous material, including, but not limited to,familiarity with the following plans and procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment. (C)Evacuation plans and procedures, including immediate notice,for the business site. This training shall be documented electronically or by hard copy and shall be made available for a minimum of three years. CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the training records to the EHD. This is(Class 2)Violation.
